However, due to climate change, heavy rain and other extreme weather events are not only gaining intensity but also becoming <a href=\"https:\/\/bit.ly\/3iVxwKk\" target=\"_blank\" rel=\"noopener\">increasingly frequent<\/a>. They become particularly aggravated during summer months when the city experiences its greatest rainfall; consequently the <\/span><span style=\"font-weight: 400;\">greatest disruption and losses take place among those living on hillsides and in low-lying areas.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Peripheral regions and favelas across the state of Rio de Janeiro suffer most, exacerbating and lifting the mask on <a href=\"https:\/\/bit.ly\/32aHwqF\" target=\"_blank\" rel=\"noopener\">e<\/a><a href=\"https:\/\/bit.ly\/32aHwqF\" target=\"_blank\" rel=\"noopener\">nvironmental racism<\/a>.<\/span><\/p>\n<h3>Manguinhos: Climate Change Ground Zero<\/h3>\n<figure id=\"attachment_73716\" aria-describedby=\"caption-attachment-73716\" style=\"width: 500px\" class=\"wp-caption alignright\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2023\/02\/Mapa-Manguinhos.png\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-73716\" title=\"Map of Manguinhos. Source: Fiocruz<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">The favela complex of <a href=\"http:\/\/bit.ly\/2YoSrKr\" target=\"_blank\" rel=\"noopener\">Manguinhos<\/a> is located in the <a href=\"http:\/\/bit.ly\/30j9YjF\" target=\"_blank\" rel=\"noopener\">North Zone<\/a> of Rio de Janeiro. The <a href=\"http:\/\/bit.ly\/2uUj86K\" target=\"_blank\" rel=\"noopener\">Linha Amarela<\/a> highway passes through its communities, which are near the throughways <\/span><span style=\"font-weight: 400;\"><a href=\"http:\/\/bit.ly\/2RpOBsy\" target=\"_blank\" rel=\"noopener\">Avenida Brasil<\/a>, <a href=\"https:\/\/bit.ly\/3ih6YCZ\" target=\"_blank\" rel=\"noopener\">Rua Leopoldo Bulh\u00f5es<\/a>, and <a href=\"https:\/\/bit.ly\/3joBAjV\" target=\"_blank\" rel=\"noopener\">Avenida Dom H\u00e9lder C\u00e2mara<\/a> (previously Avenida Suburbana). The <a href=\"http:\/\/bit.ly\/3XipnxD\" target=\"_blank\" rel=\"noopener\">2010 federal census<\/a>\u00a0estimated the population of Manguinhos at <a href=\"http:\/\/bit.ly\/3Is34Bv\" target=\"_blank\" rel=\"noopener\">36,000 residents<\/a>.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Manguinhos <a href=\"http:\/\/bit.ly\/3KaNKur\" target=\"_blank\" rel=\"noopener\">is made up of the following communities<\/a>: Parque Jo\u00e3o Goulart, <a href=\"https:\/\/bit.ly\/3vEvnph\" target=\"_blank\" rel=\"noopener\">Vila Turismo<\/a>, <a href=\"https:\/\/bit.ly\/3CTaDy5\" target=\"_blank\" rel=\"noopener\">CHP-2<\/a>, Parque Manoel Chagas, Vila S\u00e3o Pedro, Comunidade Agr\u00edcola de Higien\u00f3polis, <a href=\"https:\/\/bit.ly\/3vEesmH\" target=\"_blank\" rel=\"noopener\">Parque Oswaldo Cruz<\/a>, Parque Her\u00e9dia de S\u00e1, Parque Hor\u00e1cio Cardoso Franco, <\/span><a href=\"http:\/\/bit.ly\/2DE3eFv\" target=\"_blank\" rel=\"noopener\">Vila Arar\u00e1<\/a><span style=\"font-weight: 400;\">, Vit\u00f3ria de Manguinhos and <\/span><span style=\"font-weight: 400;\">Mandela de Pedra<\/span><span style=\"font-weight: 400;\">, Vila Uni\u00e3o, Conjunto ex-Combatentes, Suburbana, <\/span><a href=\"http:\/\/bit.ly\/1EzAHdz\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Conjunto Nelson Mandela<\/span><\/a>,<span style=\"font-weight: 400;\"> and Conjunto Samora Machel.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The favelas within Manguinhos suffer with <a href=\"https:\/\/bit.ly\/EnergyJustFavelas\" target=\"_blank\" rel=\"noopener\">energy injustice<\/a>, environmental racism, and a <a href=\"https:\/\/bit.ly\/3CAhnAs\" target=\"_blank\" rel=\"noopener\">high rate of killings by police<\/a>. According to the report <a href=\"https:\/\/bit.ly\/3Gh0BHH\" target=\"_blank\" rel=\"noopener\"><em>Manguinhos and its Pathways &#8211; Childhood and Transit in Manguinhos<\/em><\/a>, the region has the fifth lowest Human Development Index (<a href=\"http:\/\/bit.ly\/3DTI6IT\" target=\"_blank\" rel=\"noopener\">HDI<\/a>) numbers in the city.<\/span><\/p>\n<figure id=\"attachment_73737\" aria-describedby=\"caption-attachment-73737\" style=\"width: 1030px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2023\/02\/Complexo-de-Manguinhos.-Reproducao-Dicionario-Marielle-Franco-scaled-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-73737\" title=\"Complexo de Manguinhos. Photo: Reproduction from the Marielle Franco Dictionary<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">Geographically, Manguinhos is divided by the rivers <a href=\"https:\/\/bit.ly\/3IghpAI\" target=\"_blank\" rel=\"noopener\">Faria-Timb\u00f3<\/a> and <a href=\"https:\/\/bit.ly\/3GjBXX4\" target=\"_blank\" rel=\"noopener\">Jacar\u00e9<\/a>\u00a0and the <a href=\"http:\/\/bit.ly\/2xZB7eg\" target=\"_blank\" rel=\"noopener\">Cunha Canal<\/a>. These polluted bodies of water receive untreated sewage from <a href=\"https:\/\/bit.ly\/3Qt0wWg\" target=\"_blank\" rel=\"noopener\">homes and factories in the region<\/a> which ultimately end up in the <a href=\"http:\/\/bit.ly\/1C93tAb\" target=\"_blank\" rel=\"noopener\">Guanabara Bay<\/a>.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <a href=\"https:\/\/bit.ly\/2ORC5WL\" target=\"_blank\" rel=\"noopener\">State\u2019s failure<\/a> to provide <a href=\"http:\/\/bit.ly\/1upL4KU\" target=\"_blank\" rel=\"noopener\">basic sanitation<\/a> means Manguinhos&#8217; residents live alongside open sewage and rivers that give off a foul odor and <a href=\"https:\/\/bit.ly\/3GLtNrK\" target=\"_blank\" rel=\"noopener\">constantly overflow<\/a>, flooding homes and businesses on the banks of the river and surrounding streets. This contributes to the spread of illness and an <a href=\"https:\/\/bit.ly\/3GlSGZW\" target=\"_blank\" rel=\"noopener\">increased health risk<\/a> for those living nearby.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The report <a href=\"https:\/\/bit.ly\/3Qkcgds\" target=\"_blank\" rel=\"noopener\"><em>Manguinhos Post-PAC: Worsening Floods<\/em><\/a> presents findings about the increase in flooding following construction works carried out by the federal government&#8217;s Growth Acceleration Program (<a href=\"https:\/\/bit.ly\/3VQzMBn\" target=\"_blank\" rel=\"noopener\">PAC<\/a>). Produced by the <a href=\"https:\/\/bit.ly\/3u1uZzv\" target=\"_blank\" rel=\"noopener\">Manguinhos Territorial Laboratory (LTM)<\/a>, the report contains photos, timelines, and data covering periods of flooding in the territory, in particular the <a href=\"https:\/\/bit.ly\/3GLmUqB\" target=\"_blank\" rel=\"noopener\">flood of 2018<\/a>, referencing different parts of the complex.<br \/>\n<\/span><br \/>\n<iframe title=\"Document\u00e1rio Manguinhos Resiste A Mais Uma Enchente\" src=\"https:\/\/www.youtube.com\/embed\/O8faTjq1qso\" width=\"1030\" height=\"567\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<h3>No Social Justice without Climate Justice<\/h3>\n<figure id=\"attachment_73738\" aria-describedby=\"caption-attachment-73738\" style=\"width: 500px\" class=\"wp-caption alignright\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2023\/02\/Pedacos-de-asfalto-e-lixo-na-Rua-Uranos-apos-enchente.-Acervo-COMACS.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-73738\" title=\"Pieces of asphalt and garbage on Rua Uranos after flooding. Photo: COMACS<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">Floods are a part of everyday life for residents in the Vila S\u00e3o Pedro favela. The signal is raised at the first sight of rain. Residents describe seeing refrigerators, motorbikes, dumpsters, and even dogs being swept away in the floodwaters on Rua Uranos, which passes through the favela towards <a href=\"https:\/\/bit.ly\/3fVGHnF\" target=\"_blank\" rel=\"noopener\">Bonsucesso<\/a>. The Faria-Timb\u00f3 River is <a href=\"https:\/\/bit.ly\/3HICRgs\" target=\"_blank\" rel=\"noopener\">now silted up and has basically become a sewage canal;<\/a> when heavy rain hits, the river overflows and floods streets, homes, and businesses.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Chirley Vicente, 57, a resident of Vila S\u00e3o Pedro for 25 years, is exhausted. A social worker and founder of the Institute for Social Action, Sport, and Education <\/span><span style=\"font-weight: 400;\">(<a href=\"https:\/\/bit.ly\/3CwS6r4\" target=\"_blank\" rel=\"noopener\">IASESPE<\/a>), known locally as the Skate NGO, Vicente has been working in Manguinhos for 20 years. The main goal of the Institute is to support educational and sport development for children in the community and their family members.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However the Institute is not immune to the flooding that plagues the region. Located on Rua Humboldt\u2014the main access road into the favela, linking Rua Uranos to <a href=\"https:\/\/bit.ly\/3vSPSyw\" target=\"_blank\" rel=\"noopener\">Avenida dos Democr\u00e1ticos<\/a>\u2014IASESPE&#8217;s base has suffered for years with constant flooding from the Faria-Timb\u00f3 R<\/span><span style=\"font-weight: 400;\">iver. The Institute&#8217;s building, equipment, toys, school resources, and administrative materials have all been destroyed by water and sewage. <a href=\"https:\/\/bit.ly\/3GTVlva\" target=\"_blank\" rel=\"noopener\">Heavy rains in 2018<\/a> led to <a href=\"https:\/\/bit.ly\/3Gz9bSj\" target=\"_blank\" rel=\"noopener\">floodwater gushing in through the Institute windows<\/a> and filling rooms up to a height of over two meters.<\/span><\/p>\n<figure id=\"attachment_73739\" aria-describedby=\"caption-attachment-73739\" style=\"width: 1030px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2023\/02\/Janelas-do-IASESPE-por-onde-a-agua-entrou-quando-o-espaco-foi-alagado-em-2019.-Foto-Juliana-Pinho.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-73739\" title=\"Windows at IASESPE headquarters where water gushed in during the floods in 2019. Photo: Juliana Pinho<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">Vicente reports that summer rains are her biggest concern and have led the Institute to suspend its activities and remain closed from mid-December to April every year, resuming activities once the rainy season has ended. <\/span><span style=\"font-weight: 400;\">Unfortunately, according to Vicente, there has been no dialogue with the authorities and residents haven&#8217;t been approached or received any proposal from the municipal government, state government, or any other public office to help tackle the dangerous situation presented by the overflowing rivers in Manguinhos.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Vicente also affirmed that this is not from a lack of attempts by residents to engage public officials. The lack of response from the authorities is extinguishing any hope residents have for change:\u00a0<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">&#8220;<\/span><span style=\"font-weight: 400;\">I can\u2019t leave this space because I don&#8217;t have anywhere to go and I don\u2019t want to abandon the project. We can see that children here have nothing.<\/span><b>\u00a0<\/b><span style=\"font-weight: 400;\">We\u2019ve submitted loads of petitions. But [if] nobody has died, no houses have collapsed, nobody does anything. You won\u2019t see us complaining on TV. You won\u2019t see us complaining on the morning, noon, or evening news. It\u2019s just become so normalized that nobody cares.\u201d <\/span><span style=\"font-weight: 400;\">\u2014 Chirley Vicente<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">While the streets of Rua Humboldt and Rua Uranos remain flooded in the summer, the roads above Vila S\u00e3o Pedro are higher up and not directly affected by floodwater. However, residents of this region become isolated, unable to go anywhere, finding themselves surrounded by water and sewage. They aren\u2019t able to enter or leave the territory because all the access roads are lower down and completely flooded. Aline Sousa, a resident of Vila S\u00e3o Pedro since she was seven, now 39, affirms:<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">&#8220;<\/span><span style=\"font-weight: 400;\">I know a lot of people who have lost things to these floods. A lot of my friends&#8217; homes flood. My house doesn\u2019t flood, but you can\u2019t enter or leave. People are stranded, they can\u2019t work, they can\u2019t do anything.&#8221;<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Marcos Ant\u00f4nio dos Santos, 67, spoke about living with episodes of flooding for almost 40 years\u2014the entire time he has lived in Vila S\u00e3o Pedro. A local business owner, he said the precarity and lack of care for the region also comes from the municipal waste collection utility, <a href=\"http:\/\/bit.ly\/19R52QB\" target=\"_blank\" rel=\"noopener\">COMLURB<\/a>.\u00a0<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cNot even trash collectors come here. When elections come around, they show up, but they don\u2019t come otherwise. Another striking aspect is the amount of garbage that has accumulated in a high up area by the Faria-Timb\u00f3 River\u2014trash trapped following previous floods that hasn&#8217;t been collected. Photo: Juliana Pinho<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">While public agencies fail to act, residents continue suffering the same problem year after year and have to look to each other for support with each crisis. It is no different with IASESPE. Vicente dreams of the day when she will be able to make repairs to the Institute\u2019s base, replace all the material lost to flooding, and fully support residents without having to close her doors in fear of floods.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Constant flooding has meant rooms at IASESPE are closed off after being left impossible to use, as well as the loss of vital resources for carrying out day-to-day activities. In spite of this, Vicente is still distributing baskets of basic foodstuffs to 120 of the most vulnerable families the Institute supports. This is the only activity the project is still able to carry out, because it doesn\u2019t take place at its headquarters. I had to send everybody away. I put everything higher up and prayed for the worst not to happen. It\u2019s hard seeing the Institute empty. While everyone else is back out partying and having social gatherings, we are having to close our doors because of the rain.&#8221; \u2014 Chirley Vicente<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Vicente hasn\u2019t given up looking for different ways to draw the authorities&#8217; attention to the situation in Vila S\u00e3o Pedro and the floods that affect IASESPE, homes, and businesses in the region.
