Photo: Vin\u00edcius Ribeiro<\/figcaption><\/figure>\n<p style=\"text-align: right;\"><a href=\"https:\/\/bit.ly\/3ZilREz\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\"><i>Clique aqui para Portugu\u00eas<\/i><\/span><span class=\"s2\"><i><span class=\"Apple-converted-space\"><em><img decoding=\"async\" class=\"alignright size-full wp-image-23766\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" width=\"20\" height=\"20\" \/><\/em><\/span><\/i><\/span><\/a><\/p>\n<h4>On the evening of Monday, March 13, the <a href=\"http:\/\/bit.ly\/3lsvXon\" target=\"_blank\" rel=\"noopener\">Parliamentary Front for Climate Justice<\/a> was launched at the Rio de Janeiro State Legislative Assembly (<a href=\"http:\/\/bit.ly\/2ZgF5j2\" target=\"_blank\" rel=\"noopener\">ALERJ<\/a>) with the aim of promoting dialogue between elected officials and civil society and finding strategies to reduce the effects of climate change in Rio de Janeiro state. The Front is composed of elected officials from various political parties and will be chaired by State Deputy <a href=\"http:\/\/bit.ly\/2RKBqUq\" target=\"_blank\" rel=\"noopener\">Fl\u00e1vio Serafini<\/a>. Around 180 people attended the launch.<\/h4>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cToday we started a really wonderful process and we want it to continue like this, to remain collective, remain participatory, to create new ways for everyone to have a voice, for everyone to participate, to be as horizontal and collaborative as possible. We know that environmental and climate injustices are the result of human activity, but I strongly believe there is no better way to change society than fighting collectively.\u201d \u2014 Fl\u00e1vio Serafini<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Serafino highlighted the importance of the Front being built through collective dialogue and the participation of representatives from different parts of the state, both civil society and government. Dozens of organizations were present at the launch, with representatives of 21 organizations heard by the audience: <a href=\"https:\/\/bit.ly\/3ZCeA2O\" target=\"_blank\" rel=\"noopener\">Climate Change and Socio-Environmental Justice Forum<\/a>, <a href=\"https:\/\/bit.ly\/3JVkW8x\" target=\"_blank\" rel=\"noopener\">Petr\u00f3polis Human Rights Defense Center<\/a>, Petr\u00f3polis Swiss Quarter Neighborhood and Friends Association (<a href=\"https:\/\/bit.ly\/3LLGiXh\" target=\"_blank\" rel=\"noopener\">Amaquas<\/a>), <a href=\"https:\/\/bit.ly\/3Fvpwrw\" target=\"_blank\" rel=\"noopener\">Rio das Pedras Agenda 2030<\/a>, <a href=\"https:\/\/bit.ly\/3TxoEsg\" target=\"_blank\" rel=\"noopener\">Realengo Agenda 2030<\/a>, <a href=\"https:\/\/bit.ly\/3FDM5tZ\" target=\"_blank\" rel=\"noopener\">Youth Organizing for the Climate RJ<\/a> (JACA), <a href=\"http:\/\/bit.ly\/407WBlI\" target=\"_blank\" rel=\"noopener\">Pastoral of Integral Ecology<\/a>, <a href=\"https:\/\/bit.ly\/2UlyrYb\" target=\"_blank\" rel=\"noopener\">LabJaca<\/a>, Manguinhos Environment Commission, <a href=\"https:\/\/bit.ly\/2xHoXLl\" target=\"_blank\" rel=\"noopener\">Fala Manguinhos<\/a>, Volta Redonda Green Democracy Socio-Environmental Collective, Rio de Janeiro Quilombola Communities Association (<a href=\"https:\/\/bit.ly\/3JB2WyX\" target=\"_blank\" rel=\"noopener\">ACQUILERJ<\/a>), <a href=\"https:\/\/bit.ly\/3Fy2Tmh\" target=\"_blank\" rel=\"noopener\">Martha Trindade Collective<\/a>, <a href=\"https:\/\/bit.ly\/3hvIdSL\" target=\"_blank\" rel=\"noopener\">Vision Coop<\/a>, <a href=\"https:\/\/bit.ly\/2Yxetfd\" target=\"_blank\" rel=\"noopener\">Fiocruz<\/a>, <a href=\"https:\/\/bit.ly\/2VE7uLQ\" target=\"_blank\" rel=\"noopener\">Data_labe<\/a> and <a href=\"http:\/\/bit.ly\/2GsZgjt\" target=\"_blank\" rel=\"noopener\">CocoZap<\/a>, <a href=\"http:\/\/bit.ly\/2MoqI4H\" target=\"_blank\" rel=\"noopener\">Casa Fluminense<\/a>, Ba\u00eda de Sepetiba Institute, S\u00e3o Francisco River Channel Fishermen Association, <a href=\"https:\/\/bit.ly\/3ljpHiR\" target=\"_blank\" rel=\"noopener\">Gaia Space<\/a>, <a href=\"https:\/\/bit.ly\/3YlRxbr\" target=\"_blank\" rel=\"noopener\">Rio de Janeiro Climate Coalition<\/a>, Mag\u00e9 Climate Forum, and the <a href=\"https:\/\/bit.ly\/AboutSFN\" target=\"_blank\" rel=\"noopener\">Sustainable Favela Network<\/a> (<a href=\"https:\/\/bit.ly\/3jqEnGE\" target=\"_blank\" rel=\"noopener\">SFN<\/a>)*.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition to Fl\u00e1vio Serafini, the elected officials at the event were: <a href=\"http:\/\/bit.ly\/3ZwfZaR\" target=\"_blank\" rel=\"noopener\">Carlos Minc<\/a> (<a href=\"https:\/\/bit.ly\/31ouuSO\" target=\"_blank\" rel=\"noopener\">PSB<\/a>), <a href=\"https:\/\/bit.ly\/3lUkBtG\" target=\"_blank\" rel=\"noopener\">Marina do MST<\/a> (<a href=\"https:\/\/bit.ly\/31TlG7Y\" target=\"_blank\" rel=\"noopener\">PT<\/a>), <a href=\"http:\/\/bit.ly\/3yGJuvA\" target=\"_blank\" rel=\"noopener\">Professor Josemar<\/a> (<a href=\"http:\/\/bit.ly\/2LakXsy\" target=\"_blank\" rel=\"noopener\">PSOL<\/a>), <a href=\"https:\/\/bit.ly\/2H52b4N\" target=\"_blank\" rel=\"noopener\">Renata Souza<\/a> (PSOL), and <a href=\"https:\/\/bit.ly\/3mWfXvh\" target=\"_blank\" rel=\"noopener\">Yuri Moura<\/a> (PSOL). Photo: Vin\u00edcius Ribeiro<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">Deputy Renata Souza, who was born and raised in <a href=\"https:\/\/bit.ly\/3EEmP7A\" target=\"_blank\" rel=\"noopener\">Complexo da Mar\u00e9<\/a>, highlighted the Front\u2019s commitment to the fight against <a href=\"http:\/\/bit.ly\/3KkeLv2\" target=\"_blank\" rel=\"noopener\">social inequalities<\/a> and <a href=\"https:\/\/bit.ly\/32aHwqF\" target=\"_blank\" rel=\"noopener\">environmental racism<\/a>. Souza also spoke about the importance of dialogue between the Front and favela residents and used her own territory as an example of how the lack of planning for favelas contributes to the deepening of climate inequality:<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cI was born and raised in the Mar\u00e9 favela\u2026 It didn&#8217;t used to flood there but the upgrading policy created a logic of laying asphalt all over Mar\u00e9, making it impossible for water to drain properly. They made the ground in Mar\u00e9 impermeable so now Mar\u00e9 has problems with flooding. Previously, cobblestones meant water more thoroughly drained away. So it&#8217;s important public policies are realized together with those who will be directly affected in the end.\u201d\u00a0<\/span><\/p><\/blockquote>\n<h3>Lack of Public Policies and Environmental Racism<\/h3>\n<p><span style=\"font-weight: 400;\">Within the context of Rio&#8217;s <a href=\"http:\/\/bit.ly\/2IqnU52\" target=\"_blank\" rel=\"noopener\">metropolitan region<\/a>, residents of favelas and urban peripheries with majority Black populations <a href=\"https:\/\/bit.ly\/3IPJS0x\" target=\"_blank\" rel=\"noopener\">are the most affected<\/a> by environmental racism: floods, landslides, air and river pollution. Communities of ethnic-racial minorities are therefore those most affected by climate emergencies. For this reason, <a href=\"https:\/\/bit.ly\/40holEe\" target=\"_blank\" rel=\"noopener\">F\u00e1bio Monteiro<\/a>\u00a0from the Manguinhos Environment Commission and newspaper <em>Fala Manguinhos<\/em>\u00a0said he hopes the Parliamentary Front can help monitor public and private bodies:<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cThis inequality starts with public policies which are not applied equally. We see upscale neighborhoods in the <a href=\"http:\/\/bit.ly\/318kJ9H\" target=\"_blank\" rel=\"noopener\">South Zone<\/a> with large investment in public policies ensuring the maintenance of waste collection and sewerage, while <a href=\"https:\/\/bit.ly\/3lPykBL\" target=\"_blank\" rel=\"noopener\">in Manguinhos<\/a> and other favelas are <a href=\"https:\/\/bit.ly\/3azFQHj\" target=\"_blank\" rel=\"noopener\">exposed to garbage<\/a> and <a href=\"http:\/\/bit.ly\/32FCCgh\" target=\"_blank\" rel=\"noopener\">open sewage<\/a>. City Hall has proven it has the capacity to clean up neighborhoods completely in under 24 hours, as happens in Copacabana after New Year\u2019s Eve, collecting <a href=\"http:\/\/bit.ly\/3yM8668\" target=\"_blank\" rel=\"noopener\">403 tons of garbage<\/a> and leaving the streets clean and odor-free by 10am. Why are these same measures not applied in favelas and urban peripheries? Taking into account that <a href=\"https:\/\/bit.ly\/2XB2ywt\" target=\"_blank\" rel=\"noopener\">favelas are areas with a majority Black and low-income population<\/a>, we are facing structural environmental racism from public bodies.\u201d<\/span><\/p><\/blockquote>\n<figure id=\"attachment_74471\" aria-describedby=\"caption-attachment-74471\" style=\"width: 2560px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2023\/03\/Fabio-Monteiro-do-projeto-Fala-Manguinhos.-Foto-Vinicius-Ribeiro-scaled-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-74471 size-full\" title=\"F\u00e1bio Monteiro from newspaper Fala Manguinhos. Photo: Vin\u00edcius Ribeiro<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/bit.ly\/3LvKRVp\" target=\"_blank\" rel=\"noopener\">Erika Alves<\/a>, social activist and coordinator of Rio das Pedras Agenda 2030, resident of the favela of <a href=\"https:\/\/bit.ly\/3VqWYpe\" target=\"_blank\" rel=\"noopener\">Rio das Pedras<\/a> in Rio&#8217;s\u00a0<a href=\"https:\/\/bit.ly\/38frSJP\" target=\"_blank\" rel=\"noopener\">West Zone<\/a>, emphasized the need for urgent action by public authorities. In her talk, she outlined the connection between the <a href=\"https:\/\/bit.ly\/3SAawwi\" target=\"_blank\" rel=\"noopener\">right to housing<\/a> and <a href=\"https:\/\/bit.ly\/31ZqXhm\" target=\"_blank\" rel=\"noopener\">climate justice<\/a>:<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cAs a resident of Rio das Pedras, what I see is shocking. I <a href=\"https:\/\/bit.ly\/3ESAZjI\" target=\"_blank\" rel=\"noopener\">come across risky situations all the time<\/a>. Last year a building collapsed: an entire family died due to the waterlogged ground. There was a lot of rain, [their home was] in an unsuitable area on the riverbank\u2026 So my view [is of] a lot of concern,\u00a0 fear, and <a href=\"https:\/\/bit.ly\/3fYkBps\" target=\"_blank\" rel=\"noopener\">urgency<\/a>. We are no longer at the point of waiting for something to be done in a few years. It\u2019s for now, it\u2019s for today. Photo: Vin\u00edcius Ribeiro<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/bit.ly\/42erp5L\" target=\"_blank\" rel=\"noopener\">Aline Marins<\/a>\u00a0from the Martha Trindade Collective and resident of <a href=\"http:\/\/bit.ly\/3FCnPIO\" target=\"_blank\" rel=\"noopener\">Jo\u00e3o XXIII<\/a>\u00a0in <a href=\"http:\/\/bit.ly\/2uanEiG\" target=\"_blank\" rel=\"noopener\">Santa Cruz<\/a>, <a href=\"https:\/\/bit.ly\/38frSJP\" target=\"_blank\" rel=\"noopener\">West Zone<\/a>, denounced the operations of steelworks company <a href=\"http:\/\/bit.ly\/3Jn7Tvc\" target=\"_blank\" rel=\"noopener\">Ternium Brasil<\/a>. Operating on the site of the former Atlantic Steelworks Company (<a href=\"http:\/\/bit.ly\/3LvWvzM\" target=\"_blank\" rel=\"noopener\">CSA<\/a>), the company has racked up lawsuits and was even highlighted by the State Environment and Sustainability Secretariat (<a href=\"http:\/\/bit.ly\/3n3VeFT\" target=\"_blank\" rel=\"noopener\">SEAS<\/a>) as responsible for <a href=\"http:\/\/bit.ly\/3JmMC4N\" target=\"_blank\" rel=\"noopener\">raising CO2 emissions by 76% in the city of Rio de Janeiro<\/a>. <\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cThe company affects the area in various ways: with pollution, with the increase in skin and respiratory diseases\u2026We see that the dumping of waste (in <a href=\"http:\/\/bit.ly\/2xwRyRv\" target=\"_blank\" rel=\"noopener\">Sepetiba Bay<\/a>) and soot in the air have increased.\u201d \u2014 Aline Marins<\/span><\/p><\/blockquote>\n<figure id=\"attachment_74473\" aria-describedby=\"caption-attachment-74473\" style=\"width: 2560px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2023\/03\/Aline-Marins-coletivo-Martha-Trindade-Santa-Cruz.-Foto-Vinicius-Ribeiro-scaled-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-74473 size-full\" title=\"Aline Marins from the Martha Trindade Collective in Santa Cruz. Over 180 favelas in <a href=\"http:\/\/bit.ly\/2IqnU52\" target=\"_blank\" rel=\"noopener\">Greater Rio<\/a> and the <a href=\"http:\/\/bit.ly\/2XQQdyV\" target=\"_blank\" rel=\"noopener\">Baixada Fluminense<\/a> are represented. The network has been talking about climate justice and proposing actions for some time\u2026 Although we are talking a lot about how climate issues negatively affect the favelas and the favela population\u2026 the favelas are organizing, proposing solutions, and they are already guiding public policies in their locations.
