This parliamentary working group is made up of three Black councilors: President <a href=\"https:\/\/bit.ly\/3yWylah\" target=\"_blank\" rel=\"noopener\">M\u00f4nica Cunha<\/a>, Rapporteur <a href=\"https:\/\/bit.ly\/41Ejb6h\" target=\"_blank\" rel=\"noopener\">Thais Ferreira<\/a>, and Sitting Member <a href=\"https:\/\/bit.ly\/3nRstwX\" target=\"_blank\" rel=\"noopener\">Edson Santos<\/a>. \u00a0 <\/span><\/h4>\n<p><span style=\"font-weight: 400;\">The event began with a performance by singer <a href=\"https:\/\/bit.ly\/3VRBvGM\" target=\"_blank\" rel=\"noopener\">Layza Griot<\/a> and was attended by some 250 people. Special guests included Public Defender Danielle da Silva, Unified Black Movement (<a href=\"https:\/\/bit.ly\/32Fgyo7\" target=\"_blank\" rel=\"noopener\">MNU<\/a>) activist <a href=\"https:\/\/bit.ly\/3BfVaGW\" target=\"_blank\" rel=\"noopener\">Lucas Batal<\/a>, Candombl\u00e9 Priestess <a href=\"https:\/\/bit.ly\/431TKMi\" target=\"_blank\" rel=\"noopener\">Wanda Ara\u00fajo<\/a> from the <a href=\"https:\/\/bit.ly\/4321cXo\" target=\"_blank\" rel=\"noopener\">Yle\u0302 Ase\u0301 Egi Omim<\/a> temple, and <a href=\"https:\/\/bit.ly\/3lIB4On\" target=\"_blank\" rel=\"noopener\">National Archive<\/a> Director General <a href=\"https:\/\/bit.ly\/3VZEFs3\" target=\"_blank\" rel=\"noopener\">Ana Flavia Magalh\u00e3es<\/a>. The event was attended by leaders, activists, members of social and religious movements, and representatives of state institutions and civil society including the Federal Prosecutor\u2019s Office (<a href=\"https:\/\/bit.ly\/3YElxAT\" target=\"_blank\" rel=\"noopener\">MPF<\/a>), <a href=\"https:\/\/bit.ly\/3QIn8RO\" target=\"_blank\" rel=\"noopener\">Rio de Janeiro Public Defender\u2019s\u00a0Office<\/a>, Rio de Janeiro State Public Prosecutor\u2019s Office (<a href=\"https:\/\/bit.ly\/3BexqD8\" target=\"_blank\" rel=\"noopener\">MPRJ<\/a>), Ministry of Health Executive Secretariat (<a href=\"https:\/\/bit.ly\/3HTqAXt\" target=\"_blank\" rel=\"noopener\">SE<\/a>), <a href=\"https:\/\/bit.ly\/3HZLBjk\" target=\"_blank\" rel=\"noopener\">Coordination for the Promotion of Racial Equality<\/a>, <a href=\"https:\/\/bit.ly\/3Fp6ymq\" target=\"_blank\" rel=\"noopener\">Municipal Culture Secretariat<\/a>, Fiocruz, Brazilian Bar Association Rio de Janeiro Chapter (OAB-RJ), <a href=\"https:\/\/bit.ly\/3Wc4BAR\" target=\"_blank\" rel=\"noopener\">City of Rio de Janeiro Union of Domestic Workers<\/a>, the United Movement of Street Vendors (<a href=\"https:\/\/bit.ly\/44Mu0VG\" target=\"_blank\" rel=\"noopener\">MUCA<\/a>), and <a href=\"https:\/\/bit.ly\/3pPQV2d\" target=\"_blank\" rel=\"noopener\">State Council for LGBTQIAP+ Rights<\/a>.\u00a0<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cWe did research\u2026 and saw that there is not [nor has there ever been] a commission to combat racism. We know that there are initiatives and institutions that use other mechanisms and have been fighting for some years. We are not inventing the wheel, but we want to say that we are going to combat [racism] and we do not accept anything less. We want to end racism. Photo: Amanda Baroni<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">In her talk, Rapporteur Thais Ferreira spoke about the creation of the commission and vented about how, even in the face of alarming statistics concerning the Black population, the project still had to overcome bureaucratic barriers: \u201cIt\u2019s incredible how fragile our pen still is.\u201d According to the 2022 <i>Social Inequalities by Color or Race in Brazil<\/i> <a href=\"https:\/\/bit.ly\/3pnfGml\" target=\"_blank\" rel=\"noopener\">research report<\/a> by the Brazilian Institute of Geography and Statistics (<a href=\"https:\/\/bit.ly\/3guzPgT\" target=\"_blank\" rel=\"noopener\">IBGE<\/a>),<\/span><span style=\"font-weight: 400;\"> 69% of managerial positions are still occupied by white people, while Black and brown people occupy 29.5%. In a country where <a href=\"https:\/\/bit.ly\/3IJREJb\" target=\"_blank\" rel=\"noopener\">56% of the population if Black<\/a>.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cIt\u2019s time to talk about us. Photo: Amanda Baroni<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">The meeting presented the main objectives of the committee\u2019s work, which are:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">To analyze public policies and their effectiveness for the Black population in the spheres of health, culture, and education;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">To promote and encourage popular participation through public hearings and debates and monitoring public infrastructure;\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">To provide support to victims of racial crimes through a dedicated WhatsApp channel.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The service channel will work together with the Public Defender\u2019s Office, Rio de Janeiro State Public Defender\u2019s Office Ombudsman, and the Rio de Janeiro Legislative Assembly\u2019s Human Rights and Citizenship Commission (<a href=\"https:\/\/bit.ly\/3LPUe0L\" target=\"_blank\" rel=\"noopener\">CIDH<\/a>). The work will last for one year and conclude with a report publishing information on the effects of racism and suggestions from the team for the application of better anti-racist public policies in the city of Rio.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cWe only have one year and it\u2019s going to be lots and lots of work, but we\u2019re going to change Rio de Janeiro. It\u2019s been 17 years since they took my Rafael and I haven\u2019t had time to feel the pain. Photo: Amanda Baroni<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">According to IBGE\u2019s <\/span><i><span style=\"font-weight: 400;\">Social Inequalities by Color or Race in Brazil <\/span><\/i><span style=\"font-weight: 400;\">report, the 2021 attendance rate for the Enem university entrance exam according to interviewee skin color showed that Black and brown Brazilians attended 60.2% and 62.9% respectively, while 72.1% of whites showed up at the test site on the day of the exam. The study also presents homicide rates in relation to skin color, showing that Black and brown people are murdered twice as often or more than white people: 21.9% for Black people, 34% for brown people, and 11.5% for white people. Afro-Brazilians are underrepresented in universities, parliaments, and companies, and overrepresented in morgues, as victims of homicides and urban and police violence. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Based on the knowledge of these and other racial disparities and experiencing it himself as a Black man, State Deputy <a href=\"https:\/\/bit.ly\/3MeYskc\" target=\"_blank\" rel=\"noopener\">Professor Josemar<\/a> followed Monica Cunha by reinforcing the importance of continuity and calling for the parliamentary group\u2019s work to continue for an indefinite period. He and many others present asked themselves: if Rio de Janeiro was the <a href=\"http:\/\/ti.me\/2awJK2J\" target=\"_blank\" rel=\"noopener\">largest slave port in history<\/a>, if there were <a href=\"http:\/\/bit.ly\/2fFsI5N\" target=\"_blank\" rel=\"noopener\">388 years of Black slavery<\/a> in Brazil, if <a href=\"https:\/\/bit.ly\/3Mw3MhR\" target=\"_blank\" rel=\"noopener\">formal abolition<\/a> accompanied by <a href=\"https:\/\/bit.ly\/3AUSPjZ\" target=\"_blank\" rel=\"noopener\">structural racism<\/a>, <a href=\"https:\/\/bit.ly\/2YmFmBd\" target=\"_blank\" rel=\"noopener\">criminalization of poverty<\/a>, <a href=\"https:\/\/bit.ly\/3ozWQZ0\" target=\"_blank\" rel=\"noopener\">penal selectivity<\/a>, <a href=\"https:\/\/bit.ly\/2XB2ywt\" target=\"_blank\" rel=\"noopener\">stigma against favelas<\/a>, and denial of rights has lasted <a href=\"https:\/\/bit.ly\/3psjNgO\" target=\"_blank\" rel=\"noopener\">135 years<\/a>, why would this unprecedented and necessary commission last only one?<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cIf racism is structural, the commission has to be permanent!\u201d \u2014 State Deputy Professor Josemar<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Public Defender Daniele da Silva spoke about what it is like as one of the few Black people working in racial defense in the legal field. According to her: \u201cOutrage is important in war. As <a href=\"https:\/\/bit.ly\/3q81qOV\" target=\"_blank\" rel=\"noopener\">Mano Brown<\/a> says, it drives us. But what we want is to write a story about quality of life, in a peaceful way.\u201d<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cThis is a sacred space and one of struggle. Today, I see other colleagues who, like me, fought for a space to shelter our pain, crying, and healing. It is a great victory to have a this space\u2026 The anti-racist project belongs to the Black community. We have to talk about where our wounds hurt.\u201d \u2014 Camdombl\u00e9 Priestess Wanda Ara\u00fajo<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">The meeting also included the participation of the <a href=\"https:\/\/bit.ly\/32OgtQ5\" target=\"_blank\" rel=\"noopener\">M\u00e3es de Manguinhos<\/a> collective, formed by mothers who have lost children in police operations. <a href=\"https:\/\/bit.ly\/2ImU7d0\" target=\"_blank\" rel=\"noopener\">M\u00f4nica Cunha shares this pain<\/a>: her son Rafael da Silva Cunha was killed by police in the <a href=\"https:\/\/bit.ly\/42kfEdS\" target=\"_blank\" rel=\"noopener\">Riachuelo<\/a> neighborhood 17 years ago. Cunha founded the <a href=\"https:\/\/bit.ly\/3hQDtU9\" target=\"_blank\" rel=\"noopener\">Moleque Movement<\/a> with the aim of supporting mothers and other victims of state violence. Speaking with emotion, she said: \u201cWe want an end to racism.
