Photo: Alexandre Cerqueira<\/figcaption><\/figure>\n<p>The event was attended by residents from the three communities reflected in the research\u2014Coreia, Cosmorama and Jacutinga\u2014 as well as the largest favela in Mesquita, <a href=\"https:\/\/bit.ly\/36VWxMu\" target=\"_blank\" rel=\"noopener\">Chatuba<\/a>. Also present were representatives from Mesquita\u2019s <a href=\"https:\/\/bit.ly\/31wT6aw\" target=\"_blank\" rel=\"noopener\">Civil Defense<\/a>, Consumer Defense Institute (<a href=\"https:\/\/bit.ly\/3qpSMvg\" target=\"_blank\" rel=\"noopener\">Procon<\/a>), Social Assistance Reference Center (<a href=\"https:\/\/bit.ly\/3MOir8l\" target=\"_blank\" rel=\"noopener\">CRAS<\/a>), Municipal Health Secretariat (SEMUS), and advocacy and religious organizations including <a href=\"https:\/\/bit.ly\/31cgD0U\" target=\"_blank\" rel=\"noopener\">Casa Fluminense<\/a> and Chatuba Baptist Church. The event took place in the <a href=\"https:\/\/bit.ly\/2OzDdLx\" target=\"_blank\" rel=\"noopener\">Mesquita<\/a> City Hall auditorium.<\/p>\n<p>Organizers of the launch had developed and participated in the 2022 course, \u201cResearching and Monitoring Water and Energy Justice in Favelas,\u201d which resulted in <a href=\"https:\/\/bit.ly\/ReleaseWaterElecROW\" target=\"_blank\" rel=\"noopener\">research<\/a> carried out in 15 communities in cities in Greater Rio de Janeiro, including Mesquita.<\/p>\n<p>Gisele Moura, coordinator of the Sustainable Favela Network&#8217;s managing team, opened the event by speaking about the SFN and the event\u2019s program.<\/p>\n<blockquote><p>&#8220;The Sustainable Favela Network is a network organized by community leaders, favela residents, and technical allies who work towards the socio-environmental resilience of favelas in Rio de Janeiro. During the pandemic, the Sustainable Favela Network realized the need to gather and monitor data about [Covid-19 in] favelas. So, a collective conversation emerged, and community leaders [developed what would become] the Unified Dashboard. How Are They Linked?<\/h3>\n<p>In the report &#8220;Water and Energy Justice in the Favelas,\u201d Amanda O\u2019Hara from the Brazilian <a href=\"https:\/\/bit.ly\/AguaELuzNoICS\" target=\"_blank\" rel=\"noopener\">Climate and Society Institute<\/a> which supported the research program writes that \u201celectricity and water are two intrinsically dependent resources. Especially in Brazil and especially in low-income communities.\u201d She points out that, with the water crisis in 2021, Brazilians had to deal with a hike in electric bills, due to the lack of rain that reduces the water level in dams, \u201creducing the availability of water in hydroelectric plants to generate electricity.\u201d<\/p>\n<p>Beyond water shortages, the report recorded serious water quality problems, constant flooding, leaks, and negligence by the utility in providing quality service. Similarly, higher electric bills have direct consequences on access to food and the quality of life of families, who also suffer from negligence and blackouts. The data also showed that it takes a long time for the water supply to renew.<\/p>\n<p>Luiz Miguel Ribeiro and Matheus Botelho, youth members of NESPES and residents of Coreia, were the researchers responsible for gathering data in their community. They presented the data while also asking questions to the audience about their realities regarding lack of water and electricity, which sparked descriptions and outbursts from those present. The data presented included demographic profiles, water access, quality, and efficiency; and electricity access, quality, and efficiency.<\/p>\n<blockquote><p>\u201cIn each community, around 75 people were interviewed, so, our investigation does not reflect the community as a whole. It seeks to provide an idea about the situation and combine with other communities to show a panorama of our metropolitan region. The vast majority of people interviewed\u2026 were women\u2026 and the majority of interviewees [self-identified] as Black&#8230; the majority of those reflected in the data\u2026 are Black.\u201d \u2013 Matheus Botelho<\/p><\/blockquote>\n<p>When the audience was asked about the quality of water, Sabrina Moreira, a resident of Coreia, commented that \u201cthe water has sludge, it&#8217;s yellow. When there&#8217;s no water, it comes back full of mud.\u201d<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2023\/07\/52769125699_5706b97a1b_k.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-75555 size-full\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2023\/07\/52769125699_5706b97a1b_k.jpg\" alt=\"\" width=\"2047\" height=\"1167\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2023\/07\/52769125699_5706b97a1b_k.jpg 2047w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2023\/07\/52769125699_5706b97a1b_k-620x353.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2023\/07\/52769125699_5706b97a1b_k-1103x629.jpg 1103w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2023\/07\/52769125699_5706b97a1b_k-768x438.jpg 768w\" sizes=\"(max-width: 2047px) 100vw, 2047px\" \/><\/a><\/p>\n<p>Two other youth participants in the research shared their experience with data collection. Matheus Edson from <a href=\"https:\/\/bit.ly\/3VqWYpe\" target=\"_blank\" rel=\"noopener\">Rio das Pedras<\/a> spoke about problems related to water, electricity, and social and environmental injustice that should not be normalized. Janyne Lima, from <a href=\"https:\/\/bit.ly\/3qdKYNd\" target=\"_blank\" rel=\"noopener\">Itacolomi<\/a>, <a href=\"https:\/\/bit.ly\/2P3XYyP\" target=\"_blank\" rel=\"noopener\">Ilha do Governador<\/a>, described the fieldwork involved in the study and what she heard as she spoke with her neighbors, including reports from people who had to purchase their own streetlight and others without piped water at home or who do not have a water tank.<\/p>\n<p>Many residents from the Chatuba favela described the same problems in their community, such as high electric bills and lack of water. Resident Maur\u00edlio Costa shared ways of economizing:<\/p>\n<blockquote><p>\u201cI think it is outrageous to charge R$ 360 [US$ 76] for water in a community that\u2026 when the water is off\u2014[for example] today is Wednesday, the day the water shuts off\u2014what do I do? I fill the water tank and close the meter. Next Wednesday I don\u2019t need any since I already have water in the tank.\u201d<\/p><\/blockquote>\n<p>Zeca Pereira, another resident of Chatuba, reported: \u201csince <a href=\"https:\/\/bit.ly\/3Fmuc23\" target=\"_blank\" rel=\"noopener\">\u00c1guas do Rio<\/a> took over [as the privatized water utility], we have the same problems we had with <a href=\"https:\/\/bit.ly\/2zkYdO8\" target=\"_blank\" rel=\"noopener\">CEDAE<\/a> [the previous public utility] but they have doubled.\u201d Luiz Simplicio commented about Mr. Ivan, a Chatuba resident who voluntarily keeps his pump running 24 hours a day to supply the community, since \u00c1guas do Rio went there and ignored problems reported by residents.<\/p>\n<p>Community organizers T\u00e2nia Alexandre da Silva, coordinator of AMEPA, Ana Leila Gon\u00e7alves, coordinator of the Fusion Social Center Association, and Laurinda Soares, coordinator of NESPES, described the central role youth played in the research and called on residents to become more engaged. They also commented on giving continuity to activities initiated and making proposals for coordinating and integrating public authorities with professionals from within the favelas.<\/p>\n<h3>Watch
