For 20 years she has been coordinator of the <\/span><span style=\"font-weight: 400;\">United Street Vendors\u2019 Movement<\/span> <span style=\"font-weight: 400;\">(<a href=\"https:\/\/bit.ly\/44Mu0VG\" target=\"_blank\" rel=\"noopener\">MUCA<\/a>), founded <a href=\"https:\/\/bit.ly\/3MI4cC3\" target=\"_blank\" rel=\"noopener\">in 2003<\/a> in a moment of indignation after being assaulted by Municipal Guards (<a href=\"https:\/\/bit.ly\/1QIZkem\" target=\"_blank\" rel=\"noopener\">GM<\/a>) in <a href=\"https:\/\/bit.ly\/3aaGqLY\" target=\"_blank\" rel=\"noopener\">downtown Rio de Janeiro<\/a>. Cristina de Oliveira, resident of the <a href=\"https:\/\/bit.ly\/3oCNplC\" target=\"_blank\" rel=\"noopener\">Tabajaras<\/a> favela in <a href=\"https:\/\/bit.ly\/3nSzTuJ\" target=\"_blank\" rel=\"noopener\">Copacabana<\/a> in Rio de Janeiro\u2019s <a href=\"https:\/\/bit.ly\/2Yk6p0S\" target=\"_blank\" rel=\"noopener\">South Zone<\/a>, has been a street vendor for over a decade and is a mother who supports her children through informal work. Initially she had a snack cart, but pressure from city inspectors, repeated confiscation of her work materials, and many losses led her to switch her merchandise and begin selling her own handicrafts.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cI went into handicrafts because it\u2019s easier for me to run. They used to respect handicrafts, but they don\u2019t even respect that anymore\u2026 I have to grab my products to run from them, because if they take them, they break it, even though I have a receipt for everything.\u201d\u00a0 \u2014 Cristina de Oliveira<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">She states that she has been waiting for over a decade, without success, for permission from the city government to legally work as a street vendor. She says she has filed many requests for permission to work as a street vendor, both for food and handicrafts, since in 2009.\u00a0\u00a0<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cWe suffered a lot of aggression from the [Municipal] Guard. Inspectors come without their uniforms and treat us rudely. All we want is to be legal<\/span><span style=\"font-weight: 400;\">\u2026 Along with MUCA we want to negotiate with the City, start a dialogue\u2026 No one wants to stay informal! Santos owns a mobile stand that sells candy, gum, and cigarettes which he calls \u201cmy enterprise, my little company, my great business.\u201d Santos&#8217; mobile candy store brings comfort to his clients and supports his children. However, he states that he feels afraid working as a street vendor on the streets of Rio, having been violently assaulted by Municipal Guard agents in Copacabana. He is afraid of being attacked again and of not returning home to his children.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cThe street is a huge platform for those who want to work\u2026 There aren\u2019t any jobs, but there is work\u2026 The problem is that when I go to work, I have a barrier in the street\u2026 the Municipal Guard\u2026 that comes to take my merchandise\u2026 Here I am vulnerable, the guys [from the Municipal Guard that attacked me] were replaced. I don\u2019t <\/span><span style=\"font-weight: 400;\">even know who the guys were, tomorrow or the day after something could happen to me. To this day I&#8217;m trying to find out who killed Marielle and I don\u2019t know! Let alone me, a nobody! Tomorrow or the day after [you will hear] \u2018so-and-so\u2019s gone missing\u2019!\u201d \u2014 Lucas Yan Antunes Santos<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">The <a href=\"https:\/\/bit.ly\/3P1nTG5\" target=\"_blank\" rel=\"noopener\">right to work<\/a> and <a href=\"https:\/\/bit.ly\/2CHF62t\" target=\"_blank\" rel=\"noopener\">to the city<\/a> are central issues for these workers. The search for a job with safety, <\/span><span style=\"font-weight: 400;\">guarantees, <\/span><span style=\"font-weight: 400;\">and respect clashes with public policies that exclude street vendors from the Central and South Zones of the city.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Unemployment in Brazil <a href=\"https:\/\/bit.ly\/44MNuJs\" target=\"_blank\" rel=\"noopener\">has been declining<\/a>, in part because of the <a href=\"https:\/\/bit.ly\/3pTdN1i\" target=\"_blank\" rel=\"noopener\">increase in informal work<\/a> that for many people is the only source of income for their families. In Rio de Janeiro, as well as difficulties common to informal workers, street vendors still face strong repression and aggression from the Municipal Guard and from the Municipal Secretariat for Public Order (<a href=\"https:\/\/bit.ly\/2HSkjgb\" target=\"_blank\" rel=\"noopener\">SEOP<\/a>). The lack of dialogue with these workers is typical of Mayor <a href=\"https:\/\/bit.ly\/2IsNrLj\" target=\"_blank\" rel=\"noopener\">Eduardo Paes<\/a>\u2019 administration. After the meeting, in January 2023, Carnevale revoked Resolution 439 which made returning merchandise a bureaucratic process, fulfilling a demand made by the street vendors movement.<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">The United Street Vendors\u2019 Movement is a reference in the fight, existing to defend street vendors in the face of marginalization and absence of dialogue from Rio de Janeiro City Hall. MUCA has organized protests in the streets, demanding formalization and an end to violence against vendors.
