The milestone was celebrated during a seminar featuring national and international invited guests at the <a href=\"https:\/\/bit.ly\/2LrztMk\" target=\"_blank\" rel=\"noopener\">Rio de Janeiro Public Defenders Office<\/a> headquarters, in the <a href=\"https:\/\/bit.ly\/3u97nx3\" target=\"_blank\" rel=\"noopener\">FESUDEPERJ<\/a> Auditorium, on October 28.<\/h4>\n<p>Community Land Trusts (<a href=\"https:\/\/bit.ly\/3N92Wts\" target=\"_blank\" rel=\"noopener\">CLTs<\/a>) serve as a model for <a href=\"https:\/\/bit.ly\/40BZTgO\" target=\"_blank\" rel=\"noopener\">land rights and management<\/a> through <a href=\"http:\/\/bit.ly\/2B22KXe\" target=\"_blank\" rel=\"noopener\">community control<\/a>, originating with the U.S. civil rights movement of the 1960s. In Brazil, the potential of <a href=\"https:\/\/bit.ly\/3mQUuln\" target=\"_blank\" rel=\"noopener\">Favela Community Land Trusts<\/a> was introduced <a href=\"http:\/\/bit.ly\/LandLinesCLT\" target=\"_blank\" rel=\"noopener\">in Rio de Janeiro<\/a> five years ago, an anniversary celebrated at an event on October 28, 2023. Here, the model is being used primarily to counter eviction and <a href=\"https:\/\/bit.ly\/31fIEnR\" target=\"_blank\" rel=\"noopener\">gentrification<\/a>, guaranteeing the <a href=\"https:\/\/bit.ly\/ROWHousingRights\" target=\"_blank\" rel=\"noopener\">right to housing<\/a> in <a href=\"http:\/\/bit.ly\/2NDZ7yK\" target=\"_blank\" rel=\"noopener\">favelas<\/a>, <a href=\"https:\/\/bit.ly\/3G8bFrc\" target=\"_blank\" rel=\"noopener\">housing cooperatives<\/a>, <a href=\"https:\/\/bit.ly\/3iC1PSO\" target=\"_blank\" rel=\"noopener\">traditional communities<\/a>, and urban occupations by <a href=\"https:\/\/bit.ly\/2WFOf8Y\" target=\"_blank\" rel=\"noopener\">ensuring security of tenure<\/a> and empowering local residents.<\/p>\n<p><a href=\"http:\/\/www.bit.ly\/VideoTTC\" target=\"_blank\" rel=\"noopener\">The basic principle<\/a> of the model is self-organization through a skillful melding of collective land management with the individual freedom of residents, established by separating ownership of land from structures. The land, <a href=\"http:\/\/bit.ly\/3JxSfyR\" target=\"_blank\" rel=\"noopener\">owned by the entire community<\/a>, is maintained through a system of collective management, while the homes belong to residents individually. CLTs&#8217; main purpose is to guarantee <a href=\"https:\/\/nyti.ms\/3wWBPqN\" target=\"_blank\" rel=\"noopener\">affordable housing<\/a> by <a href=\"https:\/\/bit.ly\/3PcsLaW\" target=\"_blank\" rel=\"noopener\">strengthening<\/a> the community, ensuring security of tenure with territorial control.<\/p>\n<p>The Favela Community Land Trust is a Brazilian application of the <a href=\"http:\/\/bit.ly\/HistoriaTTCYT\" target=\"_blank\" rel=\"noopener\">CLT<\/a>, which, since the 1960s, has crossed borders, finding a home in numerous nations and diverse contexts worldwide. It was with the intention of stimulating a broad exchange of knowledge and experiences among those who, through CLTs, <a href=\"https:\/\/bit.ly\/3iA2Yve\" target=\"_blank\" rel=\"noopener\">fight for access<\/a> to dignified housing <a href=\"https:\/\/bit.ly\/3BroGcy\" target=\"_blank\" rel=\"noopener\">worldwide<\/a>, that the Favela Community Land Trust project held its <a href=\"https:\/\/bit.ly\/Evento5AnosTTC\">5th Anniversary Event<\/a> in late October, attended by 150 people in-person and another 500 online.<\/p>\n<figure id=\"attachment_76744\" aria-describedby=\"caption-attachment-76744\" style=\"width: 2048px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2023\/11\/Guest-speakers-intriduced-for-second-panel-from-let-to-right-Jurema-Constancio-Barbara-de-Jesus-Mario-Nunez-Ashley-Allen-and-Razia-Khanom.jpg\"><img decoding=\"async\" class=\"wp-image-76744 size-full\" title=\"Guest speakers are introduced for the second panel of the day. They included: <a href=\"https:\/\/bit.ly\/45W8v4g\" target=\"_blank\" rel=\"noopener\">Ashley Allen<\/a>, executive director of the <a href=\"https:\/\/bit.ly\/367NB8V\" target=\"_blank\" rel=\"noopener\">Houston CLT<\/a> in the <a href=\"https:\/\/bit.ly\/2zmlf78\" target=\"_blank\" rel=\"noopener\">US<\/a>; Razia Khanom, vice-president of the <a href=\"https:\/\/bit.ly\/2NRb17u\" target=\"_blank\" rel=\"noopener\">London CLT<\/a> in the <a href=\"https:\/\/bit.ly\/3R29TxL\" target=\"_blank\" rel=\"noopener\">United Kingdom<\/a>; and Mario Nu\u00f1ez and Barbara de Jes\u00fas, executive director and community leader, respectively, of the <a href=\"https:\/\/bit.ly\/3u4QByS\" target=\"_blank\" rel=\"noopener\">Fideicomiso de la Tierra Ca\u00f1o Mart\u00edn Pe\u00f1a<\/a>. Located in San Juan, <a href=\"https:\/\/bit.ly\/3n5xo7x\" target=\"_blank\" rel=\"noopener\">Puerto Rico<\/a>, this was the first CLT in an informal settlement in Latin America and served as a <a href=\"https:\/\/bit.ly\/3GlG2bv\" target=\"_blank\" rel=\"noopener\">direct inspiration for the Brazilian Favela-CLT<\/a> movement.<\/p>\n<p>Representatives from <a href=\"http:\/\/bit.ly\/2AUyfSc\" target=\"_blank\" rel=\"noopener\">pilot CLT experiences<\/a> in Brazil were also present, including: Jurema Const\u00e2ncio, from the <a href=\"https:\/\/bit.ly\/3G8bFrc\" target=\"_blank\" rel=\"noopener\">Shangri-L\u00e1 Housing Cooperative<\/a> in <a href=\"https:\/\/bit.ly\/3b4s12d\" target=\"_blank\" rel=\"noopener\">Taquara<\/a>, in Rio\u2019s <a href=\"https:\/\/bit.ly\/2KVA7k7\" target=\"_blank\" rel=\"noopener\">West Zone<\/a>, and member of the National Union for Popular Housing (<a href=\"https:\/\/bit.ly\/3G8hSDz\" target=\"_blank\" rel=\"noopener\">UNMP<\/a>); Neide Mattos, from <a href=\"http:\/\/bit.ly\/29cQPb9\" target=\"_blank\" rel=\"noopener\">Grupo Esperan\u00e7a<\/a>, in <a href=\"https:\/\/bit.ly\/1y7Trii\" target=\"_blank\" rel=\"noopener\">Col\u00f4nia Juliano Moreira<\/a>, in <a href=\"http:\/\/bit.ly\/1jfeZUX\" target=\"_blank\" rel=\"noopener\">Jacarepagu\u00e1<\/a>, also in the West Zone; and Paulo Roberto da Silva Machado, president of the <a href=\"http:\/\/bit.ly\/2NwNAjy\" target=\"_blank\" rel=\"noopener\">Trapicheiros<\/a> Residents Association, in <a href=\"http:\/\/bit.ly\/30mMPwy\" target=\"_blank\" rel=\"noopener\">Tijuca<\/a>, located in the <a href=\"http:\/\/bit.ly\/2IgR5qe\" target=\"_blank\" rel=\"noopener\">North Zone<\/a>.<\/p>\n<p>The event featured group activities and reflections on the CLT and its practical applications in favelas, in addition to the thematic panels with national and international guests. The first panel, \u201cThe Right to Land and Housing through the CLT\u201d discussed the challenges of land access and the realization of housing rights in cities. The second panel, \u201cCommunity Organizing in CLTs\u201d delved into strengthening communities through CLTs and strategies for engagement and democratic control of land. The panel \u201cSouth-South Dialogues: Opportunities and Challenges for CLTs in Latin America\u201d specifically explored the potential application of CLT strategies to favelas and urban communities across Latin America.<\/p>\n<p>Theresa Williamson, urban planner and executive director of Catalytic Communities,* opened the event by providing context on how the proposal for Favela-CLTs emerged in Rio: as a tool of resistance and policy formulation in a city where mega-events triggered significant waves of both forced evictions and gentrification in favelas.<\/p>\n<blockquote><p>\u201c<a href=\"http:\/\/bit.ly\/1O5y8Tn\" target=\"_blank\" rel=\"noopener\">The idea of the Favela0CLT<\/a>, though it didn&#8217;t have that name at the time, originated from the concept of Community Land Trusts abroad. We began discussing it as a theoretical proposition in the <a href=\"https:\/\/bit.ly\/47nEhbp\" target=\"_blank\" rel=\"noopener\">context of meetings<\/a> [in Vidigal, to combat gentrification]. The idea [of transforming favelas into CLTs] lingered like a dream, something distant. Little did we know it had already been done in favelas in Puerto Rico. It was something we found out after the Olympics and that&#8217;s why we&#8217;re here today. From that <a href=\"http:\/\/bit.ly\/1nzwuej\" target=\"_blank\" rel=\"noopener\">small seed planted in Vidigal in 2014<\/a>\u2026 we had been researching with foreign volunteers, and one of them said, \u2018did you know there&#8217;s already a CLT in Puerto Rico? In their favelas?\u2019 And that\u2019s where it all started.\u201d \u2014 Theresa Williamson<\/p><\/blockquote>\n<p>She concluded her talk stating that the Ca\u00f1o Mart\u00edn Pe\u00f1a CLT, in Puerto Rico, became the inspiration for the Favela-CLT in Brazil. Two years later, in 2018, after connecting and learning more, a <a href=\"http:\/\/bit.ly\/CanoRioCLTs\" target=\"_blank\" rel=\"noopener\">series of workshops were held<\/a> with their new Puerto Rican partners to introduce Favela-CLTs in Brazil.<\/p>\n<h3>Following the opening talk, a retrospective video (with English subtitles) recapped the most important events of the first five years of the Favela-CLT Project:<\/h3>\n<p><iframe title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/0MkrM_PociE?si=23iZ1HxAahF7Wk5G\" width=\"1030\" height=\"563\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>After the video, Tarcyla Fidalgo, lawyer, urban planner and coordinator of the Favela-CLT project, introduced the international guests for the first panel: Ashley Allen, Razia Khanom, and Mario Nu\u00f1ez and Barbara de Jes\u00fas. Photo: B\u00e1rbara Dias<\/figcaption><\/figure>\n<p>Nu\u00f1ez, from Puerto Rico&#8217;s Favela-CLT, <span style=\"font-weight: 400;\">emphasized the centrality of resident agency in his talk.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cWho better than the residents to identify their problems and seek solutions with support from specialists? In the 1970s and 1980s, there was a policy in Puerto Rico to eradicate informal settlements, greatly affecting the communities of the Ca\u00f1o Mart\u00edn Pe\u00f1a\u2026 One of the key elements [in our CLT today] are the community-led evaluations\u2026 The law establishes that communities that organize their CLTs have active participation; it is integral to the process. [When we founded the CLT] training workshops allowed residents and leaders to evaluate all possibilities for land ownership in Puerto Rico\u2026 We discussed the CLT model in these workshops, and that&#8217;s how the idea came about. She explained that housing costs surged alongside extreme weather events, especially hurricanes, and that this was compounded by the forces of gentrification and real estate speculation. Prices, once accessible, have become prohibitive.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cWe are a very new CLT; we began in 2018. Some spend over 50% of their salaries on rent. This is largely due to the intense real estate speculation that unfolded in the 1980s, driving housing prices to exorbitant levels.\u00a0<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cThe London CLT works for people who have good salaries, but that, because of inflation, are not able to buy a house&#8230; We do not have a model that supports social rent or that helps people buy, because there is no funding.\u201d<\/span> \u2014<span style=\"font-weight: 400;\">\u00a0Razia Khanom<\/span><\/p><\/blockquote>\n<p>After this initial session, event participants <span style=\"font-weight: 400;\">were invited to share the points they found interesting and ask questions about the first panel. The morning session concluded with Fidalgo providing an overview of how the Favela-CLT project operates in Brazil, particularly in pilot communities.\u00a0<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cYou&#8217;ll notice that all these models\u2014from Puerto Rico, the US, the UK, and Brazil\u2014differ because needs vary in each place, each community. As we debate with local pilot communities, present here today, even within Rio de Janeiro, the CLT takes on a distinct form in each community, and that&#8217;s very important\u2026 The Favela-CLT is a model adapted to Brazilian needs. And what does this mean? You&#8217;ve seen photos of CLT developments in the US and Europe that showcase homes that correspond to an upper-middle class lifestyle for us here in Brazil. But that&#8217;s not the focus of CLTs here. The morning session then came to an end. An agroecological meal was served by the <a href=\"http:\/\/bit.ly\/2weRCol\" target=\"_blank\" rel=\"noopener\">Serra da Miseric\u00f3rdia<\/a> Integration Center (<a href=\"https:\/\/bit.ly\/3dIB8Ia\" target=\"_blank\" rel=\"noopener\">CEM<\/a>), which operates in <a href=\"https:\/\/bit.ly\/3qNrtrD\" target=\"_blank\" rel=\"noopener\">Terra Prometida<\/a>, the most recent pilot community to join the Favela-CLT project, based in <a href=\"https:\/\/bit.ly\/2CYrDGT\" target=\"_blank\" rel=\"noopener\">Complexo da Penha<\/a>.<\/p>\n<p>The next session, titled \u201cCommunity Organizing in CLTs,\u201d held a discussion on <a href=\"http:\/\/bit.ly\/2B22KXe\" target=\"_blank\" rel=\"noopener\">community empowerment<\/a> in CLTs, <a href=\"http:\/\/bit.ly\/2rWGby0\" target=\"_blank\" rel=\"noopener\">engagement strategies<\/a> and democratic control of land. Alongside the international guests, this second panel featured Jurema Const\u00e2nico, member of the National Union for Popular Housing (UNMP) and community leader at the Shangri-L\u00e1 Cooperative, a Favela-CLT pilot community in Brazil and Rio&#8217;s <a href=\"https:\/\/bit.ly\/3G8bFrc\" target=\"_blank\" rel=\"noopener\">first housing cooperative<\/a>.<\/p>\n<blockquote><p>\u201cI live in the Shangri-L\u00e1 Cooperative, the first working-class housing cooperative in the state of Rio de Janeiro. From the moment we discovered the CLT, after participating in several events, we got interested and went looking for more information about collective property. Initially, we believed that, having lived on that plot for years and being a cooperative, we had legal assurances. But we were mistaken. An exchange of experiences unfolded between panelists and the audience. Closing the event, a discussion on \u201cSouth-South Dialogues: Opportunities and Challenges for CLTs in Latin America\u201d brought forth reflections on the possibility of applying the CLT system to favelas and urban communities throughout Latin America. The panel included Nu\u00f1ez, de Jes\u00fas, and Const\u00e2ncio, as well as Neide Mattos from Grupo Esperan\u00e7a in Col\u00f4nia Juliano Moreira, Jacarepagu\u00e1, and Paulo Roberto da Silva Machado, president of the Trapicheiros Residents&#8217; Association in Tijuca.<\/p>\n<blockquote><p>\u201cThrough this third CLT seminar, we&#8217;ve exchanged knowledge and experiences and, in our case representing Puerto Rico, we see that it&#8217;s an alternative and a viable option for Brazil\u2026 but in Brazil, it&#8217;s crucial to evaluate how the CLT option will be implemented&#8230; Oftentimes, knowledge is power and if residents know and understand the model of collective land ownership, it can be an important option to ensure the security of tenure for our urban settlements.\u201d \u2014 Mario Nu\u00f1ez<\/p><\/blockquote>\n<figure id=\"attachment_76761\" aria-describedby=\"caption-attachment-76761\" style=\"width: 2560px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2023\/11\/Neide-Mattos-from-Cooperativa-Esperanca-speaks-about-the-process-ofbuilding-70-houses-in-the-community-and-of-the-importance-of-the-CLT-for-land-regularization.-Photo-Barbara-Dias-scaled-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-76761 size-full\" title=\"Neide Mattos from Grupo Esperan\u00e7a, talks about the process of building the community's 70 houses and the importance of the TTC in regularizing the area. Photo: B\u00e1rbara Dias<\/figcaption><\/figure>\n<p>Mattos wrapped up the discussion with poignant reflections on the history of Grupo Esperan\u00e7a, of which she is a part. Her community saw the necessity of organizing themselves to establish a CLT that could <a href=\"http:\/\/bit.ly\/1mEhDlC\" target=\"_blank\" rel=\"noopener\">help with land regularization<\/a>, minimizing the risk of future evictions and the loss of their homes.<\/p>\n<blockquote><p>\u201cThe big issue [in our community] was that, after a resident gets their house, they close the door and throw away the key. They already got what they wanted, which was the house, and [think that] they&#8217;re fine, safe, well. They think they don&#8217;t have anything to worry about. They&#8217;ve got their house, what else do they have to get involved with? We learned about the CLT during the pandemic. [At the time,] I wanted to understand what the Community Land Trust was\u2026 the CLT project arrived in Grupo Esperan\u00e7a to [help us] organize, restructure, and keep us on our land.\u201d \u2014 Neide Mattos<\/p><\/blockquote>\n<p>At the end, all the day&#8217;s guests were invited to the table for a collective greeting, marking the conclusion of the event.<\/p>\n<p>CLTs vary from community to community, country to country. But the need for resident engagement in the construction and maintenance of each CLT is certain. Housing is a human right, but as revealed by national and international guests, there is a significant difficulty in assuring this right across the world. We perceive a severe global housing crisis. But if the problem is collective, the solution is also collective.
