Photo: B\u00e1rbara Dias<\/figcaption><\/figure>\n<h4 style=\"text-align: right;\"><a href=\"https:\/\/bit.ly\/41nWqUS\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\"><i>Clique aqui para Portugu\u00eas<\/i><\/span><img decoding=\"async\" class=\"alignright wp-image-23766 size-full\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" width=\"20\" height=\"20\" \/><\/a><\/h4>\n<h4>Youth from favelas across Greater Rio de Janeiro held the &#8220;Favelas&#8217; COP&#8221; on December 2, during the UN Climate Conference (<a href=\"https:\/\/bit.ly\/47V14Mj\" target=\"_blank\" rel=\"noopener\">COP 28<\/a>) as part of the 6th Annual Sustainable Favela Network (<a href=\"https:\/\/bit.ly\/3jqEnGE\" target=\"_blank\" rel=\"noopener\">SFN<\/a>)* Meet-up\u00a0at the Irm\u00e3os Kennedy Community Center (<a href=\"https:\/\/bit.ly\/2PmiDBX\" target=\"_blank\" rel=\"noopener\">CCIK<\/a>) in <a href=\"https:\/\/bit.ly\/36vuhyb\" target=\"_blank\" rel=\"noopener\">Vila Kennedy<\/a>, <a href=\"https:\/\/bit.ly\/2KVA7k7\" target=\"_blank\" rel=\"noopener\">West Zone<\/a>. The activity fostered discussions among youth, community organizers, and residents, considering four issues identified as particularly significant by the youth organizers as they reflected on COP: <a href=\"https:\/\/bit.ly\/2M7SBy5\" target=\"_blank\" rel=\"noopener\">solid waste<\/a>; injustices stemming from, and stories about overcoming <a href=\"https:\/\/bit.ly\/32aHwqF\" target=\"_blank\" rel=\"noopener\">environmental racism<\/a>; and the protagonism and role of peripheral youth in fighting <a href=\"https:\/\/bit.ly\/2p3Xk6X\" target=\"_blank\" rel=\"noopener\">climate change<\/a>.<\/h4>\n<h3>COP 28 Vs. Favelas&#8217; COP: Drawing Parallels Starting With Those Most Affected<\/h3>\n<p>Organized by the <a href=\"https:\/\/bit.ly\/3dBEnzX\" target=\"_blank\" rel=\"noopener\">UN<\/a>, each annual Conference of the Parties (<a href=\"https:\/\/bit.ly\/3RNbpnR\" target=\"_blank\" rel=\"noopener\">COP<\/a>) plays a crucial role in the global response to environmental threats. Representatives from signatory countries attend to evaluate these threats and propose strategies for <a href=\"https:\/\/bit.ly\/2PCKPOc\" target=\"_blank\" rel=\"noopener\">addressing and mitigating<\/a> climate change. Photo: B\u00e1rbara Dias<\/figcaption><\/figure>\n<p>Matheus Botelho, resident of <a href=\"https:\/\/bit.ly\/3Y90dng\" target=\"_blank\" rel=\"noopener\">Cor\u00e9ia<\/a> in <a href=\"https:\/\/bit.ly\/2Xl0W7S\" target=\"_blank\" rel=\"noopener\">Mesquita<\/a> in Greater Rio&#8217;s\u00a0<a href=\"https:\/\/bit.ly\/3TU1RpD\" target=\"_blank\" rel=\"noopener\">Baixada Fluminense<\/a> region, explains how the idea of creating a space for discussion among youth from the favelas came about.<\/p>\n<blockquote><p>&#8220;COP&#8230; is an event without the participation of those who truly suffer [the effects of] climate change. That&#8217;s why we had the idea of doing the Favelas&#8217; COP, [because favelas] are the places that suffer most with <a href=\"https:\/\/bit.ly\/32aHwqF\" target=\"_blank\" rel=\"noopener\">environmental racism<\/a> [in Brazil].&#8221; \u2014 Matheus Botelho<\/p><\/blockquote>\n<p>The proposal for the Favelas&#8217; COP took shape in the form of two series of discussion circles, facilitated by youth. Youth protagonism marked the event. The goal was to foster intergenerational discussions between young and veteran organizers of the SFN.<\/p>\n<h3>Learning Circles at the Favelas&#8217; COP<\/h3>\n<p>In each circle, some chose to share strategies for overcoming <a href=\"https:\/\/bit.ly\/2ORC5WL\" target=\"_blank\" rel=\"noopener\">government neglect<\/a> that have been successfully implemented in their territories.<\/p>\n<figure id=\"attachment_76915\" aria-describedby=\"caption-attachment-76915\" style=\"width: 2560px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2023\/12\/Discussion-circle-on-injustices-stemming-from-environmental-racism-Photo-Barbara-Dias-scaled-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-76915 size-full\" title=\"Discussion circle on the injustices stemming from environmental racism. Photo: B\u00e1rbara Dias<\/figcaption><\/figure>\n<p>Proposals emerged for training in <a href=\"https:\/\/bit.ly\/2TK9CRw\" target=\"_blank\" rel=\"noopener\">environmental education<\/a> in order to work with solid waste and generate income, and for the legalization of cooperatives. Ilaci Luiz de Oliveira, from the <a href=\"https:\/\/bit.ly\/48focor\" target=\"_blank\" rel=\"noopener\">Transvida Cooperative<\/a>, commented on the bureaucracy and expense of creating and maintaining legalized recycling cooperatives.<\/p>\n<blockquote><p>&#8220;I have no way of paying an accountant&#8230; Because solid waste is very inexpensive [our work is extremely devalued], but the bureaucracy isn&#8217;t. The federal government wants to encourage regularization [of recycling cooperatives], but I, in the field, don&#8217;t have the resources to do this&#8230; because you need certificates, documents&#8230; In order to have an active cooperative, for instance, I need to have an active payroll&#8230; that&#8217;s not the reality of most workers.&#8221; \u2014 Ilaci Luiz de Oliveira<\/p><\/blockquote>\n<p>On the other hand, Tiago de Lima, the young mediator for the Solid Waste in Favelas discussion circle, a resident of the <a href=\"https:\/\/bit.ly\/3tpc45G\" target=\"_blank\" rel=\"noopener\">Tijuquinha<\/a> community in Rio&#8217;s West Zone and a Geography and Environment student at Rio&#8217;s Pontifical Catholic University (<a href=\"https:\/\/bit.ly\/3ROBnr9\" target=\"_blank\" rel=\"noopener\">PUC-Rio<\/a>), shared his experience studying and witnessing <a href=\"https:\/\/bit.ly\/ROWClimateJustice\" target=\"_blank\" rel=\"noopener\">climate injustice<\/a>.<\/p>\n<figure id=\"attachment_76917\" aria-describedby=\"caption-attachment-76917\" style=\"width: 2048px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2023\/12\/Residents-and-community-leaders-from-Greater-Rio-favelas-participate-in-discussion-circles-during-the-COP-of-the-Favelas-Photo-Barbara-Dias.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-76917 size-full\" title=\"Residents and community leaders from Greater Rio favelas participate in discussion circles at the COP of the Favelas. Photo: B\u00e1rbara Dias<\/figcaption><\/figure>\n<p>Mauro Pereira, co-founder of <a href=\"https:\/\/bit.ly\/3qQAIZc\" target=\"_blank\" rel=\"noopener\">Defenders of the Planet<\/a>, an organization that has been addressing socio-environmental issues in the <a href=\"https:\/\/bit.ly\/2yb1nWZ\" target=\"_blank\" rel=\"noopener\">Serra do Mendanha<\/a> mountains and communities of Rio&#8217;s West Zone since 1999 delivered a powerful talk during the discussion &#8220;Stories about overcoming environmental racism&#8221;. For the biologist and activist, the West Zone is the region most affected by environmental racism. Some attendees referred to it as a <a href=\"https:\/\/bit.ly\/3RglZCu\" target=\"_blank\" rel=\"noopener\">sacrificial zone<\/a>.<\/p>\n<blockquote><p>&#8220;[We have] the largest portion of <a href=\"https:\/\/bit.ly\/32yISHr\" target=\"_blank\" rel=\"noopener\">Atlantic Forest<\/a> in the city [within] our region, the greatest number of rivers&#8230; The highest biological diversity [is found] in the Serra do Mendanha, which is in my territory&#8230; However, we also have enormous environmental liabilities&#8230; When they chose the area to place a large landfill&#8230; the <a href=\"https:\/\/bit.ly\/46R9Ycl\" target=\"_blank\" rel=\"noopener\">Gericin\u00f3 landfill<\/a>, which closed down, but if you go there, you&#8217;ll see people on top of the trash, gas escaping, methane, and leachate contaminating the soil&#8230; When they placed two steel mills here in our area&#8230; it&#8217;s our climate crisis&#8230; They don&#8217;t want us to know, but 70% of [<a href=\"https:\/\/bit.ly\/3xTyETY\" target=\"_blank\" rel=\"noopener\">Rio&#8217;s] greenhouse gas emissions<\/a> are here in my area&#8230; thanks to companies like the Atlantic Steel Company (<a href=\"https:\/\/bit.ly\/41m4fu6\" target=\"_blank\" rel=\"noopener\">TKCSA<\/a>).&#8221; \u2014 Mauro Pereira<\/p><\/blockquote>\n<figure id=\"attachment_76919\" aria-describedby=\"caption-attachment-76919\" style=\"width: 2560px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2023\/12\/Discussion-circle-on-the-stories-about-overcoming-environmental-racism-with-biologist-Mauro-Pereira-in-the-center-Photo-Barbara-Dias-scaled-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-76919 size-full\" title=\"Discussion circle on the stories about overcoming environmental racism with the biologist Mauro Pereira in the center speaking about how the West Zone of Rio is affected by numerous cases of environmental racism. Leading the moderation of the circle &#8220;Protagonism and the role of peripheral youth in fighting climate change,&#8221; Sara Hins, a member of the Favela Museum (<a href=\"https:\/\/bit.ly\/2wKd9UK\" target=\"_blank\" rel=\"noopener\">MUF<\/a>) in favelas <a href=\"https:\/\/bit.ly\/2WNGH0I\" target=\"_blank\" rel=\"noopener\">Pav\u00e3o-Pav\u00e3ozinho<\/a>\u00a0and\u00a0<a href=\"https:\/\/bit.ly\/2SpKdvj\" target=\"_blank\" rel=\"noopener\">Cantagalo<\/a> (PPG), in Rio&#8217;s\u00a0<a href=\"https:\/\/bit.ly\/2Yk6p0S\" target=\"_blank\" rel=\"noopener\">South Zone<\/a>, spoke about the significance of the Favelas&#8217; COP to her.<\/p>\n<blockquote><p>&#8220;I found the process very interesting, being with other youth from different areas, each with its own specificity, discussing topics like environmental racism and <a href=\"https:\/\/bit.ly\/ROWClimateJustice\" target=\"_blank\" rel=\"noopener\">climate justice<\/a>.
