City Hall&#8217;s decision was announced less than two weeks after the <a href=\"https:\/\/bit.ly\/497lYIa\" target=\"_blank\" rel=\"noopener\">devastating floods<\/a> that swept through the surrounding favela neighborhoods, deepening the suffering of thousands who depend on the fair for sustenance. In the same post, the mayor also said: &#8220;It is not acceptable that a &#8216;fair&#8217; replete with products of unknown origin has its functioning normalized by the City.&#8221; For the mayor, the authoritarian and simplistic solution to a complex challenge was the extinction of a traditional street market, recognized as an <a href=\"https:\/\/bit.ly\/3Tfszvd\" target=\"_blank\" rel=\"noopener\">intangible heritage of the city<\/a> of Rio de Janeiro, which has taken place regularly on Sundays since the 1970s. As a consequence of his arbitrary decision, taken without consulting those affected, February was a bitter and sad month for Acari vendors and residents.<\/em><\/p>\n<h3>The Acari Fair: A Multifaceted Space in the Life of the Local Community<\/h3>\n<p>The Acari Fair, immortalized in one of Brazilian Popular Music (MPB)&#8217;s most iconic songs, &#8220;W\/Brasil (Chama o S\u00edndico),&#8221; written by Jorge Ben Jor in 1992, in which he melodiously croons, &#8220;A Feira de Acari \u00e9 um sucesso (the Acari Fair is a hit),&#8221; is an open-air market that has taken place on Sundays in the neighborhood of <a href=\"https:\/\/bit.ly\/2XW8L4i\" target=\"_blank\" rel=\"noopener\">Acari<\/a> in Rio de Janeiro&#8217;s <a href=\"https:\/\/bit.ly\/2IgR5qe\" target=\"_blank\" rel=\"noopener\">North Zone<\/a> for <a href=\"https:\/\/bit.ly\/3T3gdWQ\" target=\"_blank\" rel=\"noopener\">over 50 years<\/a>. Or rather, it used to\u2014until January of this year. Renowned for offering a wide variety of products at affordable prices, the market served as a vital hub of commerce for the local community and drew visitors from across the city. It was a bustling marketplace where one could find everything, from clothing and electronics to fresh food and personal hygiene products.<\/p>\n<p data-sourcepos=\"1:1-1:134\"><iframe style=\"border: none; overflow: hidden;\" src=\"https:\/\/www.facebook.com\/plugins\/post.php?href=https%3A%2F%2Fwww.facebook.com%2Facarisempreacari%2Fposts%2Fpfbid0Q76yAnLHteeUeLj1KDqZHvZMjSf1Pkzrfb1Qd2fsQTZP6xkgyq1sjs2QJdm4wPcCl&amp;show_text=true&amp;width=500\" width=\"500\" height=\"737\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>In <a href=\"https:\/\/bit.ly\/3OLAgqp\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">January 2024<\/span><\/a><span style=\"font-weight: 400;\">, the city government of Rio de Janeiro decreed the end of the Acari Fair. The decision happened after a series of police operations at the fair that resulted in the apprehension of counterfeit and contraband items. City Hall&#8217;s decision was received with criticism on the part of the local community, who argued that the market was an important source of income for many families in the Acari favela. The mayor&#8217;s order was based on reports of the Federation of Industries of Rio de Janeiro (<\/span><a href=\"https:\/\/bit.ly\/45eWVBP\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">FIRJAN<\/span><\/a><span style=\"font-weight: 400;\">) and the Rio de Janeiro Public Security Institute (<a href=\"http:\/\/bit.ly\/2qLLcfA\" target=\"_blank\" rel=\"noopener\">ISP<\/a>)<\/span><span style=\"font-weight: 400;\">. The <\/span><a href=\"https:\/\/bit.ly\/48q1FVI\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">FIRJAN survey<\/span><\/a><span style=\"font-weight: 400;\"> indicates that the state of Rio de Janeiro suffered a loss of around R$388 million (~US$78 million) from cargo theft. The <\/span><a href=\"https:\/\/bit.ly\/49EpASl\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">ISP report<\/span><\/a><span style=\"font-weight: 400;\"> shows that 3,225 cases took place in the state, concentrating 30% of all cargo theft cases in Brazil. In response, rather than regulated, the traditional public market, also <\/span><a href=\"https:\/\/bit.ly\/3wvDZlv\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">immortalized in songs<\/span><\/a> <span style=\"font-weight: 400;\">by <\/span><a href=\"https:\/\/bit.ly\/3wit3b4\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">MC Batata<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/bit.ly\/3P7zEvt\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Zeca Pagodinho<\/span><\/a><span style=\"font-weight: 400;\">, found itself officially criminalized.<\/span><\/p>\n<p><iframe title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/bkM1u4GxHzw?si=x7AltQmBB3PPeyE7&amp;start=125\" width=\"1030\" height=\"563\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>On January 28, the Municipal Secretariat for Public Order (<a href=\"https:\/\/bit.ly\/2HSkjgb\" target=\"_blank\" rel=\"noopener\">Seop<\/a>), along with the <a href=\"https:\/\/bit.ly\/1QIZkem\" target=\"_blank\" rel=\"noopener\">Municipal Guard<\/a> and the <a href=\"https:\/\/bit.ly\/2lcYfV1\" target=\"_blank\" rel=\"noopener\">Civil<\/a> and <a href=\"https:\/\/bit.ly\/2WQxnqh\" target=\"_blank\" rel=\"noopener\">Military Police<\/a>, conducted an <a href=\"https:\/\/bit.ly\/48gkyuk\" target=\"_blank\" rel=\"noopener\">operation<\/a> to prevent the fair from opening. According to the Seop, the fair showed irregularities and was selling goods of questionable origin, including items sourced from cargo theft and contraband. The market had always been subject to surveillance by various public authorities, whose job was to ensure the legitimacy of merchants and products, rather than banning them full stop. Its prohibition is seen as an enactment of &#8220;<a href=\"https:\/\/glo.bo\/3GOJix9\" target=\"_blank\" rel=\"noopener\">moral hygiene<\/a>&#8221; policies in Rio de Janeiro.<\/p>\n<p>The <a href=\"https:\/\/bit.ly\/49yIWsJ\" target=\"_blank\" rel=\"noopener\">Fala Akari Collective<\/a>, which promotes community communication, education, culture, and human rights actions, published a <a href=\"https:\/\/bit.ly\/3wnc7QJ\" target=\"_blank\" rel=\"noopener\">Note of Condemnation<\/a> suggesting alternatives and explaining how this prohibition affects vendors and favela residents.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<blockquote><p>\u201cEliminating the Acari Fair in response to isolated and criminalizing allegations is a simplistic attempt at a solution, as well as being morally hygienist, elitist, and racist towards a complex problem. Instead of <a href=\"https:\/\/bit.ly\/2WJj7Qk\" target=\"_blank\" rel=\"noopener\">drastic prohibition<\/a>, it would be more beneficial for the region to explore cooperation strategies between regulatory authorities and the vendors themselves to ensure the continuity of commerce. Banning the fair not only affects the vendors but also harms residents, who depend on this reliable source of accessible products.&#8221; \u2014 Fala Akari Collective<\/p><\/blockquote>\n<p><iframe title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/OYiEFnroddU?si=GRf5g7jpnks0IZVU&amp;start=8\" width=\"1030\" height=\"563\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p><a href=\"https:\/\/bit.ly\/3SOXgpt\" target=\"_blank\" rel=\"noopener\">Let\u00edcia Pinheiro<\/a>, resident, social worker, Master&#8217;s student, and active participant in the <a href=\"https:\/\/bit.ly\/3P2n9kD\" target=\"_blank\" rel=\"noopener\">Acari Agenda 2030<\/a> and Fala Akari collectives, recounts how two major floods, occurring consecutively within a week, impacted the favela. In certain locations, the water reached three meters. Many families had their residences flooded twice. Shortly after came the notice of the fair&#8217;s prohibition by City Hall.<\/p>\n<blockquote><p>\u201cThe method of criminalizing the fair exemplifies extremely specific features of how City Hall views peripheries and favelas. We know this would not happen at fairs in <a href=\"https:\/\/bit.ly\/318kJ9H\" target=\"_blank\" rel=\"noopener\">South Zone<\/a> locations, for example. If there is an irregularity or some other issue, we must think through the path together. How will we regulate the fair and regularize the vendors? Often, self-employed workers are there without any type of assistance. City Hall&#8217;s first measure was prohibition. It&#8217;s a terrible and routine characteristic of the State&#8217;s actions in the favelas.\u201d \u2014 Let\u00edcia Pinheiro<\/p><\/blockquote>\n<p>One of the parliamentarians from the Rio de Janeiro City Council to take a stand was Councilwoman <a href=\"https:\/\/bit.ly\/41Ejb6h\" target=\"_blank\" rel=\"noopener\">Thais Ferreira<\/a>, who spoke against banning the market. <a href=\"https:\/\/bit.ly\/49gJlQ5\" target=\"_blank\" rel=\"noopener\">She suggests<\/a> more oversight in place of prohibition.<\/p>\n<blockquote><p>\u201cDuring a moment when Acari is grappling with the impact of summer rains due to a deficit of public policy, the Acari Fair, recognized as intangible cultural heritage of the city, is threatened by City Hall with a justification that further highlights the absence of authorities in guaranteeing basic rights to the population of this area. Photo: Instagram @vinicius_of_jesuz<\/figcaption><\/figure>\n<h3>\u2018Acari Weeps\u2019: An Act for the Return of the Cultural and Intangible Heritage of Rio<\/h3>\n<p>Two peaceful protests occurred when the Acari Fair was banned. The first took place at around 8:15am on January 28 itself, the same day of City Hall&#8217;s operation to shut it down. Vendors and residents gathered at Avenida Martin Luther King Jr., near the Acari\/Fazenda Botafogo metro station. Protesters cried out, \u201cWe want to work, we want to work,\u201d and carried signs with messages like \u201cRain, death, floods, and the end of our fair: Acari weeps.\u201d The second protest took place on the following day (29), after an assembly called and carried out by the fair&#8217;s workers.<\/p>\n<figure id=\"attachment_77778\" aria-describedby=\"caption-attachment-77778\" style=\"width: 1000px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2024\/03\/Vendors-prevented-from-setting-up-their-stalls-march-on-Avenida-Martin-Luther-King-Photo-Domingos-Peixoto.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-77778 size-full\" title=\"Vendors prevented from setting up stalls march along Avenida Martin Luther King Jr.. Photo: Social media<\/figcaption><\/figure>\n<p>Declared Intangible Cultural Heritage of the City of Rio de Janeiro by <a href=\"https:\/\/bit.ly\/48kNSQn\" target=\"_blank\" rel=\"noopener\">Law #7.468<\/a> passed on July 14, 2022, the Acari Fair is symbolic. It is a cultural representation of how favelas organize and devise their own survival strategies. Even with the urban dynamic of inequality and violence in the region, the fair has survived for over 50 years. Its banning impacts many families and has far-reaching consequences for the local economy.<\/p>\n<blockquote><p>\u201cThe end of the fair directly impacts the local economy. We&#8217;re talking about vendors, here. The better part are residents of Acari favela or neighboring areas, who sustain themselves through the fair. It was prohibited without any type of prior dialogue with the population, without considering an alternative structure for the fair. This directly harms the local economy and many in this population, which, as a matter of fact, suffered from the floods.\u201d \u2014 Let\u00edcia Pinheiro<\/p><\/blockquote>\n<p>Dona Maria Paula,* a vendor and resident of Acari, has worked for over 35 years at the neighborhood fair. She ran a secondhand shop and earned, on average, R$15-R$20 (~US$3-4) per day. She expresses her disbelief, stating that she never imagined the fair could be prohibited:<\/p>\n<blockquote><p>\u201cI, honestly, don&#8217;t know what to say. I&#8217;m at a loss for words. I live on a minimum salary and work with secondhand items at the fair, which supplemented my income&#8230; What are we supposed to eat until payday? This fair was very useful for me. Now only God knows what I&#8217;m going through. I have to buy food for my pets, who are running out of food. This fair was everything\u2014God in heaven, and it on Earth. It was my bread and butter.\u201d<\/p><\/blockquote>\n<p><iframe title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/k8XhKNlBsok?si=DyyVseenToXh4RGj&amp;start=31\" width=\"1030\" height=\"563\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<h3>Even with the Fair Prohibited and Acari Devastated by Floods, Hope Remains<b><\/b><\/h3>\n<p>Acari has the third-lowest Human Development Index (<a href=\"https:\/\/bit.ly\/3T1vKXj\" target=\"_blank\" rel=\"noopener\">HDI<\/a>) in the municipality of Rio and the second-lowest income levels. In 2000, its HDI was 0.720, ranking it 124th out of 126 regions of the city. Additionally, she is engaging with vendors and fair visitors to hear their priority demands arising from the circumstances outlined in the decree.<\/p>\n<blockquote><p>\u201cWe have proposed a Legislative Decree to suspend the effects of the mayor&#8217;s decree\u2026 Law #7.648 [which declared the Acari Fair as city heritage] will serve as a crucial foundation for the legislative decree project to overturn the mayor&#8217;s decree, as the law promotes the appreciation of the Acari Fair rather than its extinction.\u201d \u2014 Councilwoman Thais Ferreira<\/p><\/blockquote>\n<p>Pinheiro explains that, unlike City Hall, local social collectives and movements, such as Acari Agenda 2030, have developed numerous strategies and public policy plans for the Acari Fair, its vendors, and customers, always considering it as both an economic and cultural asset for the neighborhood and the city.<\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cAfter the ban, there was some dialogue with a few vendors&#8230; One of the strategies focuses on recognizing value in the Acari Fair. While it&#8217;s already recognized as part of Rio de Janeiro&#8217;s heritage<\/span><span style=\"font-weight: 400;\">, this doesn&#8217;t provide protection for the vendors or prevent actions like those taken by City Hall&#8230; We see the fair as more than just a place for Acari residents, for the people who have access to it on a day-to-day basis. I, for instance, am the third generation in my family to frequent the Acari Fair. It&#8217;s a cultural reference, a place with a rich history. That serves as a crucial foundation for us to consider any actions regarding the fair.\u201d \u2014 Let\u00edcia Pinheiro<\/span><\/p><\/blockquote>\n<p>On January 31, the North Zone Subprefecture met with some workers from Acari Fair. In a <a href=\"https:\/\/bit.ly\/3UIMKCO\" target=\"_blank\" rel=\"noopener\">publication<\/a>, Deputy Mayor Diego Vaz commented on the meeting.<\/p>\n<blockquote><p>\u201cAt the request of Mayor Eduardo Paes, I met with a group of workers from Acari who wish to formalize their situation and sell legally-sourced products. The idea is to integrate these workers into an existing fair in the area, where they can sell their products following the model of the <a href=\"https:\/\/bit.ly\/3OZEHhr\" target=\"_blank\" rel=\"noopener\">Basilio de Brito Fair<\/a> and the <a href=\"https:\/\/bit.ly\/3P0yt0B\" target=\"_blank\" rel=\"noopener\">Gloria Fair<\/a>, among others.&#8221; \u2014 Diego Vaz<\/p><\/blockquote>\n<p>Until the time of publication of this article, there is no possibility, according to City Hall, of the Acari Fair returning. Having been without work for weeks, Maria Paula* waits for contact from the city government and still holds on to hope for the market&#8217;s return:<\/p>\n<blockquote><p>\u201cOn January 26, I and a bunch of people went to the North Zone Subprefecture. There was an enormous line, with a lot of people there. They asked for my name, contact number, and inquired about the merchandise I worked with&#8230; They want to relocate us to another fair, but so far, nothing. No one has been relocated, and I&#8217;m still waiting for the contact. You can&#8217;t imagine how sad I am, very sad. God knows what I&#8217;m going through. But still, I have faith. I have faith that this fair cannot end.
