Socio-environmental injustice and its effects <a href=\"https:\/\/bit.ly\/3RYY8HO\" target=\"_blank\" rel=\"noopener\">disproportionately affect the favelas<\/a>, laying bare <a href=\"https:\/\/bit.ly\/32aHwqF\" target=\"_blank\" rel=\"noopener\">environmental racism<\/a>, <a href=\"https:\/\/bit.ly\/1SQPOTc\" target=\"_blank\" rel=\"noopener\">State negligence<\/a>, and the absence of public policies that address <a href=\"https:\/\/bit.ly\/4b5DiiO\" target=\"_blank\" rel=\"noopener\">climate change<\/a>, especially <a href=\"https:\/\/bit.ly\/3EVJsSJ\" target=\"_blank\" rel=\"noopener\">in the favelas<\/a>, with the urgency needed. These are chronic problems: every summer brings floods, landslides, displaced, missing, and deaths. The forecast of heavy rain brought back traumas and awakened fears that have become routine in recent decades. According to the state government&#8217;s monitoring dashboard <a href=\"https:\/\/bit.ly\/4apTjPo\" target=\"_blank\" rel=\"noopener\">between March 22 and 25<\/a>, <a href=\"https:\/\/bit.ly\/2ymCRPR\" target=\"_blank\" rel=\"noopener\">Petr\u00f3polis<\/a> [a city in the Regi\u00e3o Serrana] recorded 391.8mm of rain, <a href=\"https:\/\/bit.ly\/36gSLei\" target=\"_blank\" rel=\"noopener\">Maric\u00e1<\/a> 224mm, and the city of Rio 223.6mm. However, the situation is no less serious in the northwest and northern regions of the state, where four of the main rivers overflowed, putting the lives of millions of residents at risk. <a href=\"https:\/\/bit.ly\/4aq98pi\" target=\"_blank\" rel=\"noopener\">In total<\/a>, nine people died, and nearly 600 are displaced in the state of Rio de Janeiro. (@contagemcorona1) <a href=\"https:\/\/twitter.com\/contagemcorona1\/status\/1771362923094385052?ref_src=twsrc%5Etfw\">March 23, 2024<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h3>Organizations Demand Measures<\/h3>\n<p>In response to the extreme rainfall warning issued by the National Institute of Meteorology (<a href=\"https:\/\/bit.ly\/3IOKTp4\" target=\"_blank\" rel=\"noopener\">INMET<\/a>), <a href=\"https:\/\/bit.ly\/3VvVlt2\" target=\"_blank\" rel=\"noopener\">35 organizations and collectives filed<\/a> an official recommendation on the same day as the announcement, proposing five emergency actions to the authorities of Rio de Janeiro. Among the organizations involved is <a href=\"https:\/\/bit.ly\/31cgD0U\" target=\"_blank\" rel=\"noopener\">Casa Fluminense<\/a>, which advocates for equality and the strengthening of democracy in Greater Rio.<\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cIt is a cry for help from our favelas, neighborhoods, and cities in Rio de Janeiro, which are organizing in search of solutions in light of the weather forecast for the weekend.&#8221; \u2014 <a href=\"https:\/\/bit.ly\/3VxQ6cs\" target=\"_blank\" rel=\"noopener\">Larissa Amorim<\/a>, Director of Casa Fluminense<\/span><\/p><\/blockquote>\n<p>The five immediate actions demanded are:<\/p>\n<ol>\n<li>Cancel classes in educational institutions in affected areas and adopt hybrid or remote work for employees living in high-risk areas, urging the private sector to take the same measure;<\/li>\n<li>Provide transportation to shelter locations;<\/li>\n<li>Use government and television\/radio broadcasting channels to alert the population of risks and provide guidance on what to do in case of a disaster;<\/li>\n<li>Establish a crisis management committee to monitor the impacts of the rains with the participation of civil society;<\/li>\n<li>Strengthen the actions, structure, and personnel of the Civil Defense during the alert period (making available the Fire Department, Military Police, and Civil Police to support relief operations for the population).<\/li>\n<\/ol>\n<p>Of these, only two measures were implemented: the optional day off and the extensive use of public and private communication channels to communicate the destructive potential of the rain and to urge people to stay at home or in safe locations. Despite being simple and cost-effective, the other solutions have not been put into practice by the State.
