They will be engaging in discussions focused on <a href=\"https:\/\/docs.google.com\/document\/d\/1MTpcQB0Z1YOTiaUR9fGdIEb0iWDsM19orROph-nrZec\/edit#heading=h.12ksdnhq26a0\"><strong>three critical agendas<\/strong><\/a> for a clean and just energy transition in Brazil. The delegation is accompanied by a group of national-level <a href=\"https:\/\/docs.google.com\/document\/d\/1MTpcQB0Z1YOTiaUR9fGdIEb0iWDsM19orROph-nrZec\/edit#heading=h.kwq5w42b3da5\">partner organizations<\/a>, who together will realize a crucial debate on energy justice.<\/p>\n<p>The group, which has been <strong>researching and developing energy solutions in favelas<\/strong>, published <a href=\"https:\/\/bit.ly\/EnergyEfficiencyInFavelas\"><strong><em>Energy Efficiency in the Favelas<\/em> <\/strong><\/a>in 2023, which offers an otherwise inaccessible perspective on the energy injustice affecting their communities. The citizen-generated data project surveyed nearly 1200 households across 15 favelas in Greater Rio. Collectively, the communities represented by the delegation traveing to Bras\u00edlia have over <strong>1.2 million residents. Access the <a href=\"https:\/\/bit.ly\/EnergyEfficiencyInFavelas\">study here<\/a><\/strong>, with <a href=\"https:\/\/docs.google.com\/document\/d\/1MTpcQB0Z1YOTiaUR9fGdIEb0iWDsM19orROph-nrZec\/edit#heading=h.s8gvv9s1b8gv\">key findings below<\/a>.<\/p>\n<p>The <strong>schedule<\/strong> of events in Bras\u00edlia includes a <strong>public meeting<\/strong> on the morning of <strong>May 27<\/strong>, in <strong>Plenary Room 16<\/strong> of Annex II of Brazil&#8217;s Chamber of Deputies, offering an in-depth exploration of the research <strong>data<\/strong> alongside <strong>testimonies<\/strong> about affected residents and <strong>solutions<\/strong> developed by the communities themselves. Private meetings will take place with federal authorities from <strong><em>ANEEL<\/em> <\/strong>(agency responsible for regulating electric energy in Brazil), the <em><strong>Ministry of Mines and Energy<\/strong><\/em>, the <strong><em>Ministry of Cities<\/em><\/strong>, the <strong><em>Parliamentary Environmental Front<\/em><\/strong>, and <strong>several federal deputies<\/strong>.<\/p>\n<p>On the morning of <strong>May 29, World Energy Day<\/strong>, the delegation will participate in the <strong>public hearing<\/strong> &#8220;<strong><a href=\"https:\/\/www.camara.leg.br\/evento-legislativo\/72962\">Just Energy Transition: The Social Role of Solar Energy<\/a><\/strong>&#8221; organized by the Federal Commission on Mines and Energy, with two of Rio&#8217;s leaders on the panel, in <strong>Plenary Room 14<\/strong> of Annex II of the Chamber of Deputies.<\/p>\n<p><strong>Parliamentary aides, journalists, and all interested parties are welcome to attend both the meeting on the 27 and the hearing on the 29. <a href=\"https:\/\/docs.google.com\/document\/d\/1MTpcQB0Z1YOTiaUR9fGdIEb0iWDsM19orROph-nrZec\/edit#heading=h.6o37xz2web3p\">See program below<\/a>.<\/strong><\/p>\n<h3><b>Favelas Generate Energy Solutions Beyond Data<br \/>\n<\/b><\/h3>\n<p>In addition to presenting data and testimonials problematizing access and quality of electricity in their communities, the delegation includes <strong>four leaders who are generating solutions<\/strong> to the challenges mentioned. <strong><a href=\"https:\/\/youtu.be\/67nkMthMbzI?si=xcATfX_Jg3iu5cw0\">Luis Cassiano<\/a> <\/strong>from <strong>Green Roof Favela<\/strong> will share the experience of a <strong>green roof<\/strong> in Parque Arar\u00e1, North Zone of Rio, where temperatures beneath his roof are significantly lower than in the surrounding neighborhood in the heights of the summer. <strong><a href=\"https:\/\/youtu.be\/bWo2eVIbKZ0?si=nvzKz76ckF4HNx1a\">Ot\u00e1vio Barros<\/a> <\/strong>from the <strong>Vale Encantado Cooperative<\/strong> will share the story of a biosystem responsible for treating the community&#8217;s sewage in Vale Encantado, along with the biodigester that generates gas for the cooperative&#8217;s kitchen and their solar panels. <strong><a href=\"https:\/\/youtu.be\/AidC3z1bDEU?si=egOxYJYYU8CRHcSx\">Nill Santos<\/a> <\/strong>will tell the story of her <strong>Association of Women With Attitude and Social Commitment<\/strong>, providing support to victims of domestic violence, who found in <strong>solar energy<\/strong> a means of generating income and independence. They are:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>The renewal of electricity concessions<\/b><span style=\"font-weight: 400;\">, which in Brazil takes place every 30 years and is currently up for consideration in Congress, during which the group will address concerns regarding access to and the quality of electricity reaching favelas, and implications for the terms of concession contract renewals.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Social tariff<\/b><span style=\"font-weight: 400;\">, which in Brazil is required to reach the most vulnerable, yet does not take place: the delegation will share how electricity has gained new centrality in favelas yet there is little effective access to an affordable tariff.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Social solar energy<\/b><span style=\"font-weight: 400;\">: the delegation will fight for the adoption of and broad access to solar energy in favelas as a solution, including for the issues raised in the previous items, providing autonomy and sustainability to communities and contributing to society as a whole.<\/span><\/li>\n<\/ol>\n<h3><b>Public Meeting to Present Data and Insights from Across Greater Rio<br \/>\n<\/b><\/h3>\n<p>The <strong>public meeting, organized by the Sustainable Favela Network delegation, is a space to provide a thorough presentation<\/strong> of the <strong>data<\/strong>, <strong>realities<\/strong>, and <strong>solutions<\/strong> from Rio&#8217;s favelas to parliamentary aides and journalists. It is a <strong>crucial complement to<\/strong> the specialists&#8217; discussions on solar energy to take place at the <strong>public hearing<\/strong>. <strong>We encourage everyone to participate fully in both public events<\/strong> for a comprehensive lesson on the impact of energy on favela communities and the pathways to address the significant challenge of just energy transition in Brazil. The <strong>public meeting, titled &#8220;Energy Justice in the Favelas: On-the-Ground Data and Solutions,&#8221;<\/strong> will take place on <strong>May 27, 2024, from 9am-12pm<\/strong> in <strong>Plenary Room 16 of Annex II<\/strong> of the Chamber of Deputies.<\/p>\n<h3><b>Public Hearing to Focus on Social Solar on World Energy Day<br \/>\n<\/b><\/h3>\n<p>The <strong>public hearing<\/strong>, solicited to congressional officials by the Sustainable Favela Network delegation and partners working on this issue, was convened by the <strong>Permanent Committee on Mines and Energy of Brazil&#8217;s National Congress<\/strong> through the office of Congressman Bandeira de Mello. The wealth of information produced by this analysis was striking even to those involved.<\/span><\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2024\/05\/All-reports-ready.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-78198 size-full\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2024\/05\/All-reports-ready.png\" alt=\"\" width=\"693\" height=\"294\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2024\/05\/All-reports-ready.png 693w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2024\/05\/All-reports-ready-620x264.png 620w\" sizes=\"(max-width: 693px) 100vw, 693px\" \/><\/a><\/p>\n<h4>HIGHLIGHTS FROM THE DATA<\/h4>\n<p><strong>Efficiency and Quality of Access<\/strong><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>55.2%<\/b><span style=\"font-weight: 400;\"> of people represented in the research are living <strong>below the poverty line<\/strong><\/span><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>41.5% <\/b>of families earning up to half the minimum wage experienced blackouts lasting <strong>over 24 hours in the past three months<\/strong><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Families <strong>pay<\/strong>, on average, an electricity bill that is <strong>twice their average payment capacity<\/strong>.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>31%<\/b><span style=\"font-weight: 400;\"> <b>of families <\/b>experience energy poverty, with a <b>disproportionate amount of the family budget <\/b>going to pay the electric bill.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>69% would choose to spend on food<span style=\"font-weight: 400;\"> if their electric bills were reduced.<\/span><\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The data show how <\/span><b>clandestine connections are frequently the only means by which people can access energy<\/b><span style=\"font-weight: 400;\">. The poorest families, earning up to half a minimum wage, are shown to have the biggest proportion of clandestine connections. <\/span><b>As income increases, the proportion of those who state they do <\/b><b><i>not<\/i><\/b><b> have a clandestine connection also increases<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>68.7% are unfamiliar with the Social Electricity Tariff<\/b><span style=\"font-weight: 400;\"> (TSEE).\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>59.55%<\/b> <b>of families meet the income criteria<\/b><span style=\"font-weight: 400;\"> to qualify for the Social Tariff, but <\/span><b>only 8.04% of families state they receive the benefit<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>73% of families earning up to half a minimum wage state they do not complain<\/b><span style=\"font-weight: 400;\"> or make requests to the utility, Light. As income increases, comfort in requesting services from the utility increases:<\/span><b> only 33% of those earning over four minimum wages say they do not make complaints<\/b><span style=\"font-weight: 400;\"> to Light.<\/span><\/li>\n<\/ul>\n<p><b>Energy-Efficient Appliances and Habits<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Air conditioning<\/b><span style=\"font-weight: 400;\"> is responsible for over half (<\/span><b>51.4%<\/b><span style=\"font-weight: 400;\">) of energy consumption in the sample, followed by electric showers (13.8%) and refrigerators (13.6%).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Among those interviewed,<\/span><b> 78% always remember to turn off the lights<\/b><span style=\"font-weight: 400;\"> when leaving a room and<\/span><b> 67% choose LED bulbs<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>50.6% state they know what the National Energy Conservation Label (ENCE) is<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<h3><b>About the Sustainable Favela Network<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The Sustainable Favela Network consists of over 500 members, including over 300 community mobilizers from 295 favelas and communities in the Greater Rio region, along with technical allies. 70% of its members are Black, and 66% are women. We work collectively in the fight for climate justice by harnessing the potential of favelas as sustainable communities. Our goal is to foster existing strengths within favelas to propel, realize, and amplify their potential.
