So, according to Cipriano\u2014who had already been influenced by Carla Siccos, founder of <a href=\"https:\/\/rioonwatch.org\/?p=29101\" target=\"_blank\" rel=\"noopener\"><em>CDD Acontece<\/em> community newspaper<\/a> from City of God\u2014it was a natural, though challenging, progression for her to create <em>PPG Informativo<\/em>, an online news source serving the <a href=\"https:\/\/rioonwatch.org\/?tag=south-zone\">South Zone<\/a> favelas of <a href=\"https:\/\/rioonwatch.org\/?tag=Cantagalo\">Cantagalo<\/a> and <a href=\"https:\/\/rioonwatch.org\/?tag=Pav%C3%A3o-Pav%C3%A3ozinho\">Pav\u00e3o-Pav\u00e3ozinho<\/a> (PPG).<\/p>\n<p>In 2024, the outlet operates under the slogan \u201c<em>de cria pra cria<\/em>,\u201d or <a href=\"https:\/\/rioonwatch.org\/?tag=nos-por-nos\">\u2018by locals, for the locals<\/a>,\u2019 and is run by a team of seven women volunteers from the community. Reaching over 13,000 followers on Instagram and 23,000 on Facebook, <em>PPG Informativo<\/em> publishes news related to residents\u2019 most <a href=\"https:\/\/www.facebook.com\/photo\/?fbid=879690640828860&amp;set=a.501679938629934\">immediate concerns<\/a> and <a href=\"https:\/\/www.instagram.com\/p\/CsAGIS8s17e\/?utm_source=ig_web_copy_link&amp;igsh=MzRlODBiNWFlZA==\">proudest achievements<\/a>.<\/p>\n<h3>The Need for \u201cCria\u201d Journalism<\/h3>\n<p>Prior to starting <em>PPG Informativo<\/em>, Cipriano was featured as a \u201c<a href=\"https:\/\/memoriaglobo.globo.com\/jornalismo\/jornalismo-e-telejornais\/rjtv\/quadros-e-colunas\/noticia\/parceiro-do-rj.ghtml\">Parceira do RJ<\/a>,\u201d a community correspondent that reported on Brazil&#8217;s national Globo TV at lunchtime. She reported on PPG, among other favelas from elsewhere in the South Zone. That&#8217;s when she became known in the favela as someone who could help residents tell the stories that mattered to them.<\/p>\n<p>Cipriano noticed a lack of shared information among residents of Cantagalo and Pav\u00e3o-Pav\u00e3ozinho despite a common location atop a mountain between the upscale neighborhoods of Ipanema and Copacabana. People in Pav\u00e3o-Pav\u00e3ozinho didn\u2019t know, for example, that there were open technical courses available in Cantagalo. Cipriano took on the mission to help people access those spaces. In addition to identifying gaps in information herself, she welcomes news coming to her. Neighbors approach her with their most pressing concerns. And the residents are the true reporters, because I can&#8217;t talk about the territory without the resident that&#8217;s helping me tell that story. You have to be\u00a0<em>cria<\/em> to speak with property and belonging.\u00a0\u201d \u2014 Ana Muza Cipriano<\/p><\/blockquote>\n<p>To illustrate this, Cipriano tells me about an online attack she suffered. In response to a <em>PPG Informativo<\/em> post notifying the community about a <a href=\"https:\/\/rioonwatch.org\/?p=63840\">power outage<\/a> in the <a href=\"https:\/\/www.loc.gov\/resource\/ppem.01187\/\">Vietnam<\/a> area of the favela, a person from outside the neighborhood, even though they were from [nearby] Copacabana, responded with angry messages, having misunderstood the post to be a commentary about the Vietnam War. \u201cMy response was that I am not talking to you down there in the formal city, who has electricity,\u201d she tells me, \u201cI am talking to those living up here at the top.\u201d<\/p>\n<p>Cipriano highlights that there is a certain value to working with outside media, but outside reporters can only do so much.<\/p>\n<blockquote><p>\u201cThey come from the newspaper, dressed in their formal clothes, and then they leave. Photo: Hannah McKenzie<\/figcaption><\/figure>\n<h3>What the Team Covers<\/h3>\n<p>\u201cThe news has always focused on three issues: waste, water, and electricity. This does not change within a favela,\u201d Cipriano says. In March 2024, many residents had been fully without electricity for over ten days. Refrigerated food had to be thrown out, and residents who live with the assistance of medical devices were at risk. The power outages are partly explained by the lack of governmental and technological assistance to support the community&#8217;s growth.<\/p>\n<p>The last available census data for PPG is from 2010 when just 10,000 residents were reported. \u201cIf 23,000 people alone follow my newspaper, how can there only be 10,000 living in this community?\u201d Cipriano asks rhetorically. Underserved due to this undercount, the overload of energy use has caused <a href=\"https:\/\/rioonwatch.org\/?p=63431\">transformers to explode<\/a> and the power to be cut.<\/p>\n<p>The role that <em>PPG Informativo<\/em> takes on concerning electricity, then, is two-fold: to help <a href=\"https:\/\/www.facebook.com\/photo\/?fbid=934205208710736&amp;set=a.501679938629934\">disseminate quick information<\/a> about the conditions of power outages across the favelas, and to <a href=\"https:\/\/www.facebook.com\/photo\/?fbid=905193788278545&amp;set=a.501679938629934\">advise residents<\/a> on how to work together to get power back. Given that some residents pay for electricity and others do not, <em>PPG Informativo<\/em> takes on a role as mediator, encouraging a coordinated strategy and solidarity to help get power back. Showing examples across <em>PPG Informativo<\/em>&#8216;s platforms, Cipriano explains how they also conduct similar communications and advisories during <a href=\"https:\/\/www.instagram.com\/p\/Cv-KF78uN0E\/?utm_source=ig_web_copy_link&amp;igsh=MzRlODBiNWFlZA==\">water shortages<\/a> and work on <a href=\"https:\/\/www.facebook.com\/ppg.oficial\/posts\/pfbid02U2jrQzmPBPQdy96RkbvA2cVK1vz8PsEdiJAKRuTcCzqCmrxambhpYDtwYymkvR18l\">environmental education<\/a> concerning effective <a href=\"https:\/\/www.instagram.com\/p\/CtHk4KLMA75\/?utm_source=ig_web_copy_link&amp;igsh=MzRlODBiNWFlZA%3D%3D\">waste management<\/a>.<\/p>\n<figure id=\"attachment_78311\" aria-describedby=\"caption-attachment-78311\" style=\"width: 500px\" class=\"wp-caption alignright\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2024\/02\/IMG_9925-2.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-78311\" title=\"PPG Informativo staff distributed food baskets, hygiene kits, and menstrual pads during the early months of the Covid-19 pandemic. Photo: Alexandre Cerqueira<\/figcaption><\/figure>\n<p>Though garbage, water, and electricity are certainly the key issues, the outlet takes on a broader role in promoting health and safety in the community. This includes organizing <a href=\"https:\/\/www.facebook.com\/photo\/?fbid=907157881415469&amp;set=a.501679938629934\">vaccination campaigns<\/a> against tuberculosis, <a href=\"https:\/\/www.instagram.com\/reel\/C3sxiRLJP6Y\/?utm_source=ig_web_copy_link&amp;igsh=MzRlODBiNWFlZA%3D%3D\">dengue<\/a>, and Covid-19. It also means communicating during police operations, advising the community not to take certain roads, and urging parents to keep their children from walking to school alone.<\/p>\n<p>Within these communications is a specificity of local knowledge. The <em>PPG Informativo<\/em> tuberculosis campaign, for example, was targeted to reach <a href=\"https:\/\/wikifavelas.com.br\/index.php\/Cantagalo-Pav%C3%A3o-Pav%C3%A3ozinho#:~:text=O%20Pav%C3%A3o%2DPav%C3%A3ozinho,pr%C3%B3ximo%20do%20Cantagalo.\">Serafim<\/a>, an area of Pav\u00e3o-Pav\u00e3ozinho known to have the highest rate of the disease, with high density between homes.<\/p>\n<p><em>PPG Informativo<\/em> also differs from outside news sources through its focus on celebrating successes and joys of the community. Cipriano is particularly proud of their coverage of young girls who won recent medals in <a href=\"https:\/\/www.instagram.com\/p\/CrohXg5O3ul\/?utm_source=ig_web_copy_link&amp;igsh=MzRlODBiNWFlZA%3D%3D\">Jiu-Jitsu<\/a>, boxing, and Muay Thai.<\/p>\n<h3>Beyond News<\/h3>\n<p>Beyond a strong Instagram and Facebook presence, <em>PPG Informativo<\/em> maintains frequent communication with the community via WhatsApp groups, some containing a thousand members. In one group, the team shares news, including electronic copies of mainstream newspapers. Another group is used to share job opportunities, and yet another functions as a space for residents to coordinate direct donation of items.<\/p>\n<figure id=\"attachment_78361\" aria-describedby=\"caption-attachment-78361\" style=\"width: 500px\" class=\"wp-caption alignright\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2024\/06\/PPG-Informativo-celebrates-another-year-Photo-courtsey-of-Ana-Muza-Cipriano-PPG-Informativo.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-78361\" title=\"PPG Informativo celebrates another year among team members and the PPG community. During the pandemic, the team noticed that, while there was attention put toward supporting people through food donations, folks in the community needed other items such as sanitary pads and diapers, so they organized a campaign. These cumulative efforts demonstrate the power of <em>PPG Informativo<\/em>\u2019s work, the power of community-based journalism. Striving to advance storytelling and information access in the community has been a constant challenge.
