With a focus on energy justice, the Sustainable Favela Network <a href=\"https:\/\/bit.ly\/FolderRFSBrasilia\">delegation<\/a> \u2018<a href=\"https:\/\/rioonwatch.org\/?p=78189\" target=\"_blank\" rel=\"noopener\">Heading to Bras\u00edlia for Energy Justice<\/a>\u2019 participated in numerous meetings, discussions, and provided comment during the \u2018Just Energy Transition: The Social Role of Solar Energy\u2019 hearing organized by Congressman Bandeira de Mello, who leads the Federal Commission on Mines and Energy. This public hearing, held on World Energy Day (May 29), sparked a broad dialogue about social solar energy.<\/p>\n<p>The delegation&#8217;s participation was fueled by data collected by the SFN over several years, including the <a href=\"https:\/\/bit.ly\/EnergyEfficiencyInFavelas\"><em>Energy Efficiency in Favelas<\/em> report<\/a>, and also based on grassroots initiatives solving energy challenges. They were able to engage in dialogue with policymakers and regulators in the energy sector.<\/p>\n<figure id=\"attachment_78740\" aria-describedby=\"caption-attachment-78740\" style=\"width: 500px\" class=\"wp-caption alignright\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2024\/06\/Page-1-of-Heading-to-Brasilia-SFN-flyer-scaled-1.jpg\"><img decoding=\"async\" class=\"wp-image-78740\" title=\"'Heading to Bras\u00edlia' flyer (front)\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2024\/06\/Page-1-of-Heading-to-Brasilia-SFN-flyer-scaled-1.jpg\" alt=\"'Heading to Bras\u00edlia' flyer (front) \" width=\"500\" height=\"354\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2024\/06\/Page-1-of-Heading-to-Brasilia-SFN-flyer-scaled-1.jpg 2560w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2024\/06\/Page-1-of-Heading-to-Brasilia-SFN-flyer-scaled-1-620x438.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2024\/06\/Page-1-of-Heading-to-Brasilia-SFN-flyer-scaled-1-890x629.jpg 890w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2024\/06\/Page-1-of-Heading-to-Brasilia-SFN-flyer-scaled-1-768x543.jpg 768w\" sizes=\"(max-width: 500px) 100vw, 500px\" \/><\/a><figcaption id=\"caption-attachment-78740\" class=\"wp-caption-text\">&#8216;Heading to Bras\u00edlia&#8217; flyer (front)<\/figcaption><\/figure>\n<p>During its time in Bras\u00edlia, the delegation pushed three key objectives that members had prioritized collectively as the group prepared their federal advocacy strategy:<\/p>\n<ul>\n<li>Stricter rules and monitoring during the renewal of electric utility concessions;<\/li>\n<li>Expanding the social tariff; and<\/li>\n<li>Community solar.<\/li>\n<\/ul>\n<p>Together with national partners <a href=\"https:\/\/bit.ly\/4cx9Q54\">Arayara<\/a>, <a href=\"https:\/\/bit.ly\/3NAdf6X\">ClimaInfo<\/a>, <a href=\"https:\/\/bit.ly\/3RJWF8S\">Inesc<\/a>, Instituto Clima e Sociedade (<a href=\"https:\/\/bit.ly\/3P6WyAv\">ICS<\/a>), <a href=\"https:\/\/bit.ly\/38x1sr0\">Instituto P\u00f3lis<\/a>, <a href=\"https:\/\/bit.ly\/4bpo5rI\">Lemon Energy<\/a>, and <a href=\"https:\/\/bit.ly\/3ayaPr0\">Revolusolar<\/a>, the group of Rio de Janeiro favela organizers realized dialogues with relevant bodies across the federal public sector.<\/p>\n<p>The delegation started its journey on May 26 at the Brazilian National Congress touring places where discussions would take place on the following days: Ulysses Guimar\u00e3es Auditorium, Green Hall, Imperial Palms Garden, Three Powers Plaza, and other nearby spaces for a close-up lesson about Brazil&#8217;s two legislative houses. They also visited an <a href=\"https:\/\/bit.ly\/4clLBan\">exhibition about the looting that took place<\/a> on January 8, 2023, documenting the violence that struck the Three Powers Plaza by a mob that rejected the presidential election results.<\/p>\n<p>The delegation&#8217;s first day, May 26, concluded with an opening reception offered by partners from the Arayara Institute. Partner organizations were able to meet in person, socialize, and align on the week&#8217;s commitments.<\/p>\n<p>On the morning of May 27, the delegation held a public meeting in Plenary Room 16 of the Chamber of Deputies: \u201c<a href=\"https:\/\/bit.ly\/RFSemBrasiliaNoSiteANEEL\">Energy Justice in the Favelas: Grassroots Data and Solutions<\/a>.\u201d This was the only complete presentation by the delegation where all members made statements alongside the data they had collected about energy in Rio\u2019s favelas, which provided a crucial complement to the hearing that would be held two days later.<\/p>\n<h3>Watch the <a href=\"https:\/\/bit.ly\/EnergiaJustaApresenta\">full presentation<\/a> of testimonies and data shared during the meeting (in Portuguese):<\/h3>\n<p><iframe title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/MdOtVt1n59E?si=lvNJZ3snGIG8ESPc\" width=\"1030\" height=\"563\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><br \/>\n<\/iframe><\/p>\n<p>On the afternoon of May 27, the delegation was received for a three-hour, closed-door meeting with a number of high-level regulators from the National Electric Energy Agency (<a href=\"https:\/\/bit.ly\/3ruyexr\">ANEEL<\/a>), responsible for monitoring and regulating electric energy in Brazil. During the meeting, the energy efficiency report was presented in full, and some of the delegation&#8217;s statements highlighted the challenges residents face that are reflected in the data. The praise offered by ANEEL communicated that the group&#8217;s report contains unprecedented data, presented to the agency for the first time, with information the regulators have been seeking to better understand vulnerable populations. However, due to such data&#8217;s inherent sensitivity, ANEEL had found them difficult to collect as outsiders to favelas. Examples of the data collected include how much a favela resident can afford to pay, on average, towards their electricity bill and the clear inverse relationship between income and clandestine electricity connections. This inverse relationship exists within specific favelas, whereby the lowest income residents are more likely to rely on clandestine connections while higher income residents are not, showing that clandestine connections are the result of the absence of financial resources and not driven by criminal intent. There was an exchange on how ANEEL addresses some of the challenges presented. Shortly after, the delegation met with the Chamber of Deputies&#8217; Environmental Parliamentary Front, a cross-party group of legislators committed to environmental causes. <a href=\"https:\/\/bit.ly\/3ztMZsM\">Congressman Nilto Tatto<\/a> and <a href=\"https:\/\/bit.ly\/4ciSpW8\">Congressman Pedro Campos<\/a> joined in a broad dialogue where the delegation was able to put forth solutions. <a href=\"http:\/\/bit.ly\/2ZLiRUG\">Luis Cassiano<\/a> shared the <a href=\"https:\/\/bit.ly\/3nI5OPf\">Green Roof Favela<\/a> project in <a href=\"http:\/\/bit.ly\/2Sdws2i\">Parque Arar\u00e1<\/a>, <a href=\"https:\/\/bit.ly\/3xnCkj3\">Ot\u00e1vio Barros<\/a> presented the sewage treatment bio-system built by <a href=\"http:\/\/bit.ly\/361Rx5p\">Vale Encantado<\/a> residents, and Revolusolar presented its solar energy initiatives in <a href=\"https:\/\/bit.ly\/37P09jP\">Babil\u00f4nia<\/a>, <a href=\"http:\/\/bit.ly\/WJPjDT\">Chap\u00e9u-Mangueira<\/a>, and beyond. At the end of the meeting, an appeal was made for the State to recognize the work of favela organizers as essential in the face of climate crises. Later that day, the delegation also held discussions to advance their agenda with congressmen <a href=\"https:\/\/bit.ly\/4cdZl75\">Bandeira de Mello<\/a> and <a href=\"https:\/\/bit.ly\/3RLDtb4\">Tarc\u00edsio Motta<\/a>.<\/p>\n<p>In the afternoon, the group met with the National Secretariat for the Peripheries (<a href=\"https:\/\/bit.ly\/4cmRynG\">SNP<\/a>) at the <a href=\"https:\/\/bit.ly\/3zgcQ7E\">Ministry of Cities<\/a>, where they had a discussion with <a href=\"https:\/\/bit.ly\/45NgvWQ\">Secretary Guilherme Sim\u00f5es<\/a>. During this meeting, the Secretariat\u2019s work and objectives were presented to the delegation, along with information about the <a href=\"https:\/\/bit.ly\/3KWMRoi\">Caravan of the Peripheries<\/a>, the <a href=\"https:\/\/bit.ly\/3Dl2MJ8\">Living Peripheries Award<\/a>, and the <a href=\"https:\/\/bit.ly\/45HRSdP\">Map of the Peripheries<\/a>. These initiatives aim to catalyze public interventions by bridging the federal government with existing and proven peripheral initiatives. Photo: Patricia Schneidewind<\/figcaption><\/figure>\n<p>Finally, on May 29, World Energy Day, the delegation started the day with a closed-door meeting with National Secretary of Electric Energy Gentil Nogueira and other technical officials at the Ministry of Mines and Energy (<a href=\"https:\/\/bit.ly\/3W1ZgOk\">MME<\/a>). At this meeting, the delegation was able to present and discuss the topics relevant to its three-point agenda and MME-relevant data on electricity in favelas. Secretary Nogueira brought to everyone&#8217;s attention that although favelas are commonly criminalized for energy theft, the highest rates of clandestine connections are not found in favelas but rather in the \u201cformal city\u201d of Rio. Photo: Patricia Schneidewind<\/figcaption><\/figure>\n<p>The long-awaited public hearing \u2018<a href=\"https:\/\/bit.ly\/3RdEyIn\">Just Energy Transition: The Social Role of Solar Energy<\/a>\u2019 by the Permanent Committee on Mines and Energy took place right after the MME meeting. Held in Plenary Room 14 of Annex II of the Chamber of Deputies and <a href=\"https:\/\/bit.ly\/4eeylpy\">broadcast live<\/a>, it featured powerful speeches from the Sustainable Favela Network. <a href=\"https:\/\/bit.ly\/3VWSCJ4\">Eduardo Avila<\/a> from Revolusolar addressed the climate crisis and energy transition, distributed generation with solar energy, the roles of solar energy, and opportunities for public policies. <a href=\"https:\/\/bit.ly\/3zfVzLP\">Kayo Moura<\/a> from <a href=\"https:\/\/bit.ly\/3Qg88f2\">LabJaca<\/a> presented fundamental data from the <em>Energy Efficiency in the Favelas<\/em> report, and <a href=\"https:\/\/bit.ly\/3zbUXXt\">Nill Santos<\/a> from the <a href=\"https:\/\/bit.ly\/AMACLaunchesSolar\">Association of Women With Attitude and Social Commitment<\/a> moved the audience by sharing her story about overcoming domestic violence:<\/p>\n<blockquote><p>\u201cNot having access to energy is also a form of violence. Either [a mother] eats, or she pays the electric bill. Solar energy not only reduces the cost of electricity, but gives this woman dignity, as she can take a course and start installing new solar panels within the community. Today, an electric bill that was difficult to pay, worth R$300 to R$400 (US$55 to US$74), is just R$100 (US$18).\u201d<\/p><\/blockquote>\n<p>For the Sustainable Favela Network delegation, the days in Bras\u00edlia were of achievement and valuable contacts on a long journey that began in 2020 with a focus on citizen-generated data in 2022.
