In the 2024 municipal elections, set for October 6, these voters will choose from <a href=\"https:\/\/bit.ly\/3ANF1vm\">1,023 registered candidates<\/a> vying for the 51 seats in Rio&#8217;s\u00a0<a href=\"https:\/\/bit.ly\/386fCK6\">City Council<\/a>. For this article, RioOnWatch analyzed various sources in an effort to identify which candidates have origins in or currently live in the city&#8217;s favelas, to highlight potential representatives from these communities running in this year\u2019s election.<\/em><\/p>\n<p>The primary challenge to this end, is that the TSE website does not provide information about candidates\u2019 places of origin or residence, only their city of birth. This makes it impossible to determine exactly how many candidates come from or currently live in favelas. To work around this limitation, we used candidates\u2019 social media profiles, information published in community and favela media outlets, including Conex\u00f5es Perif\u00e9ricas RP&#8217;s project <a href=\"https:\/\/bit.ly\/4dViWdc\">2024 Municipal Elections: Political Participation of Favelas<\/a>, which interviews favela candidates running for City Council.<\/p>\n<p>Having identified some of these candidates, below we share their mini-bios. This emphasis on candidates from favelas is due to the importance of increasing <a href=\"https:\/\/bit.ly\/3v60B9o\">representation<\/a> in spaces of power for these territories, which, despite being home to a quarter of the city\u2019s population, have been neglected rather than represented by the government <a href=\"https:\/\/bit.ly\/3ZNsgeE\">for over a century<\/a>.<\/p>\n<p><a href=\"https:\/\/www.camara.rio\/vereadores\/quem-sao\">Currently, the Rio de Janeiro City Council<\/a> has four women who identify as Black, all from favelas or peripheral areas of the city, who are listed below as running for a second term: <a href=\"https:\/\/bit.ly\/3yWylah\">Monica Cunha<\/a> (<a href=\"https:\/\/bit.ly\/2KzdRfR\">PSOL<\/a>), from <a href=\"https:\/\/bit.ly\/2YoSrKr\">Manguinhos<\/a>; <a href=\"https:\/\/bit.ly\/34LjQtU\">Tain\u00e1 de Paula<\/a> (<a href=\"https:\/\/bit.ly\/31TlG7Y\">PT<\/a>), from <a href=\"https:\/\/bit.ly\/37SGvUk\">Pra\u00e7a Seca<\/a>; <a href=\"https:\/\/bit.ly\/4daJ2HL\">T\u00e2nia Bastos<\/a> (<a href=\"https:\/\/bit.ly\/31q1HNS\">Republicanos<\/a>), from <a href=\"https:\/\/bit.ly\/2P3XYyP\">Ilha do Governador<\/a>; and <a href=\"https:\/\/bit.ly\/41Ejb6h\">Thais Ferreira<\/a> (PSOL), from <a href=\"https:\/\/bit.ly\/3Bx0WqU\">Vaz Lobo<\/a>\u2014all in the <a href=\"https:\/\/bit.ly\/2IgR5qe\">North Zone<\/a>, with the exception of Pra\u00e7a Seca, which is in the <a href=\"https:\/\/bit.ly\/2KVA7k7\">West Zone<\/a>.<\/p>\n<figure id=\"attachment_79653\" aria-describedby=\"caption-attachment-79653\" style=\"width: 300px\" class=\"wp-caption alignright\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2024\/10\/2024-city-council-candidates-Babu_Sanana-scaled-1.jpg\"><img decoding=\"async\" class=\"wp-image-79653\" title=\"Babu Santana, Vidigal \u2014 50050. Photo: Press release<\/figcaption><\/figure>\n<h3>Babu Santana, Vidigal \u2014 50050<\/h3>\n<p><a href=\"https:\/\/bit.ly\/3zkkU7D\">Babu Santana<\/a> is an actor born and raised in <a href=\"https:\/\/bit.ly\/2SxloO8\">Vidigal<\/a>, in Rio&#8217;s <a href=\"https:\/\/bit.ly\/318kJ9H\">South Zone<\/a>, whose artistic journey was shaped by his training with the community theater group <a href=\"https:\/\/bit.ly\/4etJ8M2\">N\u00f3s do Morro<\/a>. With over 15 years in the film industry, he has starred in over 40 national and international films, and gained further prominence through his politically and racially conscious participation in a highly popular TV reality show. Santana is running for City Council in Rio de Janeiro under the PSOL party.<\/p>\n<p>If elected, Santana plans to develop projects in social and cultural areas, where he already has a history of engagement. Photo: Social Media<\/figcaption><\/figure>\n<p>A Black woman from Complexo do Alem\u00e3o (<a href=\"https:\/\/bit.ly\/2ImAzVp\">CPX<\/a>) in the city&#8217;s North Zone, <a href=\"https:\/\/bit.ly\/3QNGS7t\">Camila Moradia<\/a> is a candidate for City Council with the Workers&#8217; Party (PT). Born and raised in <a href=\"http:\/\/bit.ly\/1ndgMLJ\">Favela da Grota<\/a>, she has been an activist for human rights from a young age, <a href=\"https:\/\/bit.ly\/3VUDHgn\">particularly advocating for housing rights in her community<\/a>, inspired by her mother. Camila Moradia is also the founder of Women of Alem\u00e3o in Action (<a href=\"https:\/\/bit.ly\/3SslMLi\">MEEA<\/a>), a project dedicated to the fight for human and women&#8217;s rights, working to reduce violence against women, promoting female empowerment, and supporting vulnerable families in Complexo do Alem\u00e3o, <a href=\"https:\/\/bit.ly\/2CYrDGT\">Penha<\/a>, and Favela da Galinha, located between <a href=\"https:\/\/bit.ly\/2LD72sA\">Inha\u00fama<\/a> and <a href=\"https:\/\/bit.ly\/39bC1cD\">Engenho da Rainha<\/a>.<\/p>\n<p>Moradia became a community leader in 2010, after the forced evictions that took place in <a href=\"http:\/\/bit.ly\/1HmiQbx\">Favela da Skol<\/a>, when she began representing approximately 1,300 families. Photo: Press release<\/figcaption><\/figure>\n<p><a href=\"https:\/\/bit.ly\/3NacvXW\">Carol Santos<\/a>, a candidate for City Council from the Revolutionary Workers&#8217; Movement (<a href=\"https:\/\/bit.ly\/3TFuPvs\">MRT<\/a>), is running under a democratic slate\u2014using the PSTU party affiliation while the movement seeks official party registration. She was born in Igua\u00ed, Bahia, and later moved to <a href=\"http:\/\/bit.ly\/33Fp2Jx\">Turano<\/a>, Rio de Janeiro while she majored in History at the State University of Rio de Janeiro (<a href=\"https:\/\/bit.ly\/2XiGIwl\">UERJ<\/a>) thanks to opportunities afforded to her through affirmative action. Her campaign aims to promote a \u201csocialist and revolutionary project, focusing on the working class,\u201d while also strengthening the struggles of youth, women, Black individuals, <a href=\"https:\/\/bit.ly\/2Yylw5b\">LGBTQIAPN+<\/a> people, and indigenous communities.<\/p>\n<p>In her proposals, Santos emphasizes the fight against any form of class reconciliation that negotiates the rights of the working class in the name of governability. Photo: Press release<\/figcaption><\/figure>\n<p>A resident of <a href=\"https:\/\/bit.ly\/346nx9d\">Morro da Coroa<\/a> in Santa Teresa, <a href=\"https:\/\/bit.ly\/3ZymA8z\">Clatia Vieira<\/a> is a City Council candidate for the Workers&#8217; Party (PT).<\/p>\n<p>Holding a degree in Law and currently a master\u2019s student in the <a href=\"https:\/\/bit.ly\/3iVgSaZ\">Graduate Program in Ethnic-Racial Relations<\/a> at the Federal Center for Technological Education (<a href=\"https:\/\/bit.ly\/3TAa84f\">CEFET<\/a>), Vieira is an activist in the <a href=\"https:\/\/bit.ly\/3BpQhyf\">Rio de Janeiro Forum of Black Women<\/a> and an active defender of human rights, especially the rights of Black women. She has served as president of the Morro da Coroa Residents&#8217; Association twice.<\/p>\n<p>On social media, Vieira presents proposals centered around the fight for <a href=\"https:\/\/bit.ly\/3w65Arn\">food security<\/a>, employment, adequate housing, health care, and universally accessible quality education. She is also dedicated to fighting violence and promoting policies that ensure equal opportunity.
