They secured 60.26% of the votes, leading a coalition of twelve <a href=\"https:\/\/rioonwatch.org\/?p=32871\">parties<\/a>. Paes had previously won three mayoral elections in Rio: 2008, 2012, and 2020. Once his fourth term begins, he will become <a href=\"https:\/\/bit.ly\/3BBQdeX\">the longest-serving mayor<\/a> in the city\u2019s history\u2014surpassing Cesar Maia, his former political mentor.<\/p>\n<p>Paes will <a href=\"https:\/\/bit.ly\/3Nmn767\">face challenges<\/a> such as reducing the waiting list for medical procedures. As of June 2024, the most recent figures indicated 335,410 people waiting for services like cardiology or neurology. In education, at least 12,000 children await spots in daycare centers. Paes has promised to eliminate this number during his fourth term. In his governance plan, Paes also promised to make Rio the &#8220;top capital city in the nation in terms of enrollment in full-day school, reaching over 70% coverage across the city.&#8221;<\/p>\n<p>According to data from the <a href=\"https:\/\/bit.ly\/3U7btje\">2022 Census of Rio de Janeiro\u2019s Homeless Population<\/a>, conducted between November 21 and 25, 2022, the city has 7,865 people experiencing homelessness. Of this total, 83% reported consuming at least one type of drug during the week of the survey. The reality is even harsher when it comes to the number of people facing hunger. According to data from the <a href=\"https:\/\/bit.ly\/4h475v1\">First Food Insecurity Survey of the Municipality of Rio de Janeiro<\/a>, released in May of this year, severe food insecurity affects 7.9% of the city&#8217;s households. In absolute numbers, 488,709 people, including adults and children, are facing hunger.<\/p>\n<p>With regard to favelas, Paes promises to expand coverage of the Morar Carioca and Bairro Maravilha programs citywide, in addition to promoting &#8220;housing improvements in 20,000 homes for families identified as socially vulnerable through the Casa Carioca program, and creating the HUB Entrepreneurial Favela program to support and assist entrepreneurs from the city\u2019s favelas and communities.&#8221;<\/p>\n<h3>Changes Still Do Not Guarantee Favela Representation on the City Council<\/h3>\n<p>On the same day, 51 new members of the <a href=\"https:\/\/bit.ly\/386fCK6\">City Council<\/a> and their alternates were elected. Overall, there were significant changes in the composition of the main political forces that made up the previous legislatures. However, the <a href=\"https:\/\/bit.ly\/3GDkOYE\">lack of representation<\/a> of women, Black people, and residents of favelas and peripheral areas persists. Despite the partial renewal of the chamber, many councilmembers have established careers in Rio\u2019s political scene. Voters had nine candidates for mayor and 1,028 council candidates to choose from. Out of this total, 51 councilmembers were elected, 32 from center-left <a href=\"https:\/\/rioonwatch.org\/?p=32871\">parties<\/a>, and five born and raised in favelas: <a href=\"https:\/\/bit.ly\/3JamJ9z\">Tain\u00e1 de Paula<\/a> (PT), from Favela do Loteamento in <a href=\"https:\/\/bit.ly\/37SGvUk\">Pra\u00e7a Seca<\/a>; <a href=\"https:\/\/bit.ly\/3Nl96Wb\">Joyce Trindade<\/a> (PSD), from Morro do S\u00e3o Bento in <a href=\"https:\/\/bit.ly\/2wQGJYD\">Padre Miguel<\/a>; <a href=\"https:\/\/bit.ly\/4ecqYhr\">Salvino Oliveira<\/a> (PSD), from <a href=\"https:\/\/bit.ly\/3hcAybH\">City of God<\/a>; M\u00f4nica Ben\u00edcio (PSOL), from <a href=\"https:\/\/bit.ly\/3sZhWC0\">Conjunto Esperan\u00e7a<\/a> in <a href=\"https:\/\/bit.ly\/2IgZ9Y4\">Complexo da Mar\u00e9<\/a>; and <a href=\"https:\/\/bit.ly\/3NlcBfq\">Rafael Sati\u00ea<\/a> (PL), from Morro do Encontro in <a href=\"https:\/\/bit.ly\/2WBikE1\">Complexo do Lins<\/a>. Therefore, favela-born councilmembers make up 9.8% of the City Council elected in 2024. When considering that over <a href=\"https:\/\/bit.ly\/4f2f8Xt\">22%<\/a> of the city&#8217;s population lives in favelas, an inadequate level of favela <a href=\"https:\/\/bit.ly\/3v60B9o\">representation<\/a> remains in Rio\u2019s legislative body.<\/p>\n<p>The 2024 elections brought a <a href=\"https:\/\/bit.ly\/3YhAV87\">45% renewal of the City Council<\/a>: of the 51 councilmembers elected, 23 will be serving their first term, while 28 have been re-elected.<\/p>\n<figure id=\"attachment_79809\" aria-describedby=\"caption-attachment-79809\" style=\"width: 1030px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2024\/10\/Rio-de-Janeiros-new-councilmembers-2024-elections.jpg\"><img decoding=\"async\" class=\"wp-image-79809 size-full\" title=\"Rio de Janeiro's new councilmembers. His own party, the PSD, will become the largest political force in the City Council starting in 2025, <a href=\"https:\/\/bit.ly\/3ZZdJfZ\">having grown fivefold<\/a>. Photo: Press release<\/figcaption><\/figure>\n<p>Tain\u00e1 de Paula was the <a href=\"https:\/\/bit.ly\/3YlA4TL\">third most voted councilmember<\/a> this year, with 49,986 votes. She was also the most voted woman, the most voted left-wing candidate, and the most voted Black candidate.<\/p>\n<p>Born and raised in the Loteamento community in Pra\u00e7a Seca, in Rio\u2019s West Zone, she is an architect and urbanist, an advocate for social and urban rights, with a focus on favelas and peripheral communities. Re-elected as a councilwoman for the Workers&#8217; Party (PT), de Paula also led the <a href=\"https:\/\/bit.ly\/4ee13Gu\">Secretariat for Environment and Climate<\/a> in Eduardo Paes\u2019 third administration. She is committed to fighting social injustices, dedicating herself to creating legislation and public policies aimed particularly at Black people, women, mothers, <a href=\"https:\/\/bit.ly\/2Yylw5b\">LGBTQIAPN+<\/a> individuals, and peripheral and favela communities.<\/p>\n<p>Her work stands out for building policies rooted in Rio de Janeiro\u2019s favelas and vulnerable communities. De Paula has introduced over 100 bills while in City Council, including the <a href=\"https:\/\/bit.ly\/4eENYpk\">Pedro Gonzaga Law<\/a>, which fights racism and homophobia by security personnel in business establishments, and the <a href=\"https:\/\/bit.ly\/3ZMs0MW\">Law to Combat Obstetric Violence<\/a>, ensuring humanized care to expectant mothers in the public healthcare system (<a href=\"https:\/\/bit.ly\/2UDDccQ\">SUS<\/a>). As Secretary for Environment and Climate, she placed <a href=\"https:\/\/bit.ly\/3N2vVhi\">women from favelas at the forefront<\/a> of the debate with the <a href=\"https:\/\/bit.ly\/4eC1yKk\">Forest Guardians Program<\/a>, and also engaged youth in this agenda through the\u00a0<a href=\"https:\/\/bit.ly\/3BvXOLZ\" target=\"_blank\" rel=\"noopener\">Young Climate Negotiators Program<\/a>.<\/p>\n<p>A few days before the elections, the <a href=\"https:\/\/bit.ly\/3BJQqwV\">councilwoman&#8217;s car was hit by two gunshots<\/a> in <a href=\"https:\/\/bit.ly\/2CS2JbX\">Vila Isabel<\/a>, in the <a href=\"https:\/\/bit.ly\/2IgR5qe\">North Zone<\/a>. The attack was carried out by two men who intercepted her vehicle, pulled up next to de Paula&#8217;s window, and fired. Another key point of her platform is integrating mothers and people over 50 into the workforce, ensuring gender equality in professional opportunities. He has produced ten reports, including one on education, which resulted from inspections of over 150 schools, and had 18 laws approved.
