In celebration of Brazil\u2019s National Housing Day and the seven-year anniversary of the <a href=\"https:\/\/bit.ly\/AboutFavelaCLT\">Favela Community Land Trust Project<\/a>* in August, RioOnWatch highlighted this initiative which, alongside local communities, has been changing <a href=\"https:\/\/bit.ly\/ROWHousingRights\">housing rights paradigms in Brazil\u2019s favelas and peripheral areas<\/a>.<\/em><\/p>\n<p>Although it first emerged in rural areas, the Community Land Trust model found the right conditions to prosper in cities starting in the 1980s. The number of CLTs in the United States quickly rose during the 1990s, followed by the model&#8217;s expansion into Europe and the Global South in the early 2000s. Today, there are <a href=\"https:\/\/bit.ly\/3JwteGk\">over 500 CLTs worldwide<\/a>, across more than ten countries. The model\u2019s success in meeting its goals secured its inclusion in the <a href=\"https:\/\/bit.ly\/2TQInZp\">New Urban Agenda<\/a>\u2014an international pact signed in 2016 by United Nations member states, aimed at implementing urban policies that guarantee the right to the city for all.<\/p>\n<figure id=\"attachment_81563\" aria-describedby=\"caption-attachment-81563\" style=\"width: 1290px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2025\/09\/CLTs-in-the-world-Photo-International-Center-for-CLts-e1756763764636.png\"><img decoding=\"async\" class=\"wp-image-81563 size-full\" title=\"Today, there are over 500 CLTs worldwide, spread across more than ten countries. Photo: International Center for Community Land Trusts<\/figcaption><\/figure>\n<p>For the first time in history, a group of consolidated urban informal settlements created a CLT in 2004, inaugurating a <a href=\"http:\/\/bit.ly\/2Lsery2\">new paradigm of practice<\/a> for the model. This took place through the <a href=\"https:\/\/bit.ly\/3PGTcWM\">Fideicomiso de la Tierra Ca\u00f1o Mart\u00edn Pe\u00f1a<\/a>, created by seven informal settlements along the <a href=\"https:\/\/bit.ly\/2Id0Jyd\">Mart\u00edn Pe\u00f1a canal<\/a> in San Juan, <a href=\"https:\/\/bit.ly\/3n5xo7x\">Puerto Rico<\/a>. The success of this pioneering experience inspired reflection on the model in Brazil, leading to the launch of the Favela CLT Project in 2018, developed through exchanges between technical allies and favela residents from both countries to consider the model\u2019s challenges and possibilities.<\/p>\n<p>Beyond the <a href=\"https:\/\/bit.ly\/3PGTcWM\">pioneering spirit of the seven Puerto Rican communities<\/a>, reflection on CLTs in Brazil was also fueled by the <a href=\"https:\/\/bit.ly\/2wHdtU0\">wave of forced evictions<\/a> between 2010 and 2016 brought on by Rio de Janeiro\u2019s preparations to host the World Cup and Olympics. Numerous favelas were affected, including <a href=\"https:\/\/bit.ly\/2IpNNB7\">Vila Aut\u00f3dromo<\/a>, where residents had held state government-issued land concession titles. Photo: CatComm<\/figcaption><\/figure>\n<p>Aligned with the normative understanding already present in favelas\u2014that each resident owns their home and that the community is to be managed collectively, especially given the absence of public investment\u2014the CLT model emerged in Rio\u2019s favelas as a highly promising path. The possibility of formalizing existing social arrangements and pacts, while <a href=\"https:\/\/bit.ly\/4cMwx5r\">ensuring residents\u2019 permanence<\/a> and empowering them\u2014through community organizing\u2014to realize local development led by residents themselves, began to gain ground through the Favela CLT Project.<\/p>\n<p>Starting in November 2018, the Favela CLT Project got off the ground in Brazil, structured around three areas of practical action: community mobilization, dissemination of the model and <a href=\"https:\/\/bit.ly\/3HSi0bg\">advocacy<\/a>. Since then, the Favela CLT Project&#8217;s impacts and achievements have included:<\/p>\n<ul>\n<li>Over <strong>2,600 people<\/strong> reached through project activities, gaining knowledge of the model and its potential;<\/li>\n<li>Workshops held in <strong>seven cities across Brazil\u2019s five regions<\/strong> (S\u00e3o Carlos, S\u00e3o Paulo; Florian\u00f3polis and Garopaba, Santa Catarina; Salvador, Bahia; Bel\u00e9m, Par\u00e1; Belo Horizonte, Minas Gerais; and Bras\u00edlia), promoting the model nationwide;<\/li>\n<li><strong>139 community workshops<\/strong> in <strong>10 favelas<\/strong> in Rio de Janeiro, resulting in <strong>two association&#8217;s bylaws<\/strong>, the involvement of around <strong>800 residents<\/strong>, and two community plans for local improvements;<strong><br \/>\n<\/strong><\/li>\n<li>A working group bringing together <strong>361 people<\/strong> from <strong>170 institutions<\/strong>, including the <a href=\"https:\/\/bit.ly\/4ncrcK5\">Metropolis Observatory<\/a>, the <a href=\"https:\/\/bit.ly\/44TbGJe\">Union for Popular Housing<\/a> and Rio\u2019s Public Defenders\u2019 Land and Housing Nucleus (NUTH), among other leading actors in Brazil\u2019s housing rights movement;<\/li>\n<li>CLT included in the master plans of <strong>five cities<\/strong> (S\u00e3o Jo\u00e3o de Meriti, Rio de Janeiro, Bigua\u00e7u, Maric\u00e1 and Mag\u00e9), with efforts underway to add it to the master plans of <strong>four other cities<\/strong> (Bras\u00edlia, S\u00e3o Carlos, Camet\u00e1 and Garopaba);<\/li>\n<li><strong>27 online events<\/strong> on CLT-related topics, with over <strong>1,500 participants<\/strong> from across Brazil and abroad;<\/li>\n<li>Participation in the <strong>11th World Urban Forum<\/strong> in 2022, in Poland;<\/li>\n<li><strong>Federal bill (PL 5618\/23) approved <\/strong>by the Urban Development Committee of Brazil\u2019s House of Representatives in 2025; and<strong>\u00a0<\/strong><\/li>\n<li><strong>A regulatory bill introduced<\/strong> in Rio de Janeiro\u2019s City Council in 2025.<\/li>\n<\/ul>\n<figure id=\"attachment_74755\" aria-describedby=\"caption-attachment-74755\" style=\"width: 2560px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2023\/04\/Maria-da-Penha-faz-uma-fala-enfatica-em-defesa-do-direito-a-moradia-no-plenario-da-Camara-Municipal-do-Rio-no-dia-12-de-abril.-Foto-Leonardo-Coelho-scaled-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-74755 size-full\" title=\"Maria da Penha Macena, a leader who inspired the world through her fight against forced evictions in Vila Aut\u00f3dromo, advocated for the CLT model in a 2023 public hearing on the city\u2019s Master Plan. Photo: CatComm<\/figcaption><\/figure>\n<p>Of the three areas of activity underscored by the Favela CLT Project, it is grassroots <a href=\"https:\/\/bit.ly\/3v2ufLs\">mobilization<\/a> that has so far produced the deepest impacts in partner communities\u2014engaging broad participation, strengthening residents\u2019 organizing and renewing hope in the formalization of existing arrangements and pacts in their communities.<\/p>\n<p>A resident of the Esperan\u00e7a Housing Complex, located in <a href=\"https:\/\/bit.ly\/1y7Trii\">Col\u00f4nia Juliano Moreira<\/a> in <a href=\"http:\/\/bit.ly\/1jfeZUX\">Jacarepagu\u00e1<\/a>, Rio\u2019s West Zone, Neide Mattos first learned about the Favela CLT Project in 2020. However, even before learning about CLTs, the <a href=\"http:\/\/bit.ly\/29cQPb9\">Esperan\u00e7a Group<\/a> already applied principles at the core of this collective land management model to their local reality: through self-management and collective actions, residents created a collective and, over the years, built dignified housing for 70 families.<\/p>\n<blockquote><p>\u201cThe CLT offers a solid foundation so that we can be assured of remaining on the land, and so I can pass on to my children [the fruits of] all the sacrifice and effort of long years of meetings&#8230; this trophy that is my home&#8230; Or, if my children do not want it, may this home go to a family that does not have the means to enter a government program to get one. And may this home be made available to a family who truly needs to have a home to also call a trophy.\u201d \u2014 Neide Mattos<\/p><\/blockquote>\n<p>Ailton Lopes was born and raised in <a href=\"https:\/\/bit.ly\/2GL0OZ7\">Trapicheiros<\/a>, a century-old favela in <a href=\"http:\/\/bit.ly\/30mMPwy\">Tijuca<\/a>, Rio\u2019s North Zone, that has <a href=\"http:\/\/bit.ly\/2StQk51\">long fought for land regularization<\/a>. Since being introduced to the model, Lopes and his community have recognized the CLT as an essential path to guaranteeing land rights for residents of informal settlements.<\/p>\n<blockquote><p>\u201cThe CLT is a protective tool, aimed at shielding the community from evictions processes and real estate speculation. Photo: CatComm<\/figcaption><\/figure>\n<p>For Antonio Xaolin, a well-known community leader in <a href=\"https:\/\/bit.ly\/317A4Hx\">Rocinha<\/a>, Brazil&#8217;s largest favela, the CLT represents a foundation against <a href=\"https:\/\/bit.ly\/3WgOK5i\">forced evictions<\/a>, a form of violence that has been a constant in the historical development of cities across Brazil.<\/p>\n<blockquote><p>\u201cCLTs hold great value for favelas and peripheral areas because they combine land tenure, which is collective, with the individual right to housing. For me, the Favela CLT Project is of great importance to favelas.\u201d \u2014 Antonio Xaolin<\/p><\/blockquote>\n<p>All these achievements have paved the way for the consolidation of a first CLT experience in Brazil. They also demonstrate the model\u2019s potential as an alternative for <a href=\"https:\/\/bit.ly\/3zDXw2m\">guaranteeing the right to the city<\/a> and the basic rights that stem from securing a home.
