Held along the <a href=\"https:\/\/bit.ly\/3nSzTuJ\">Copacabana<\/a> beachfront in Rio\u2019s <a href=\"https:\/\/bit.ly\/318kJ9H\">South Zone<\/a> on May 31, the event brought together approximately 500 people, including activists, members of grassroots movements, favela organizers, Indigenous peoples, traditional communities, researchers and scientists.<\/p>\n<p>The movement was collectively built by 210 organizations. In addition to participating in the rally, these organizations also drafted the <a href=\"https:\/\/bit.ly\/4fhkNMT\">Environmental Rally Pledge<\/a>, which remains <a href=\"https:\/\/bit.ly\/4uM42OQ\">open for signatures<\/a>. Jorge Cac\u00e1, from the Rio de Janeiro State Engineers&#8217; Union (<a href=\"https:\/\/bit.ly\/3OsprfL\">SENGE-RJ<\/a>), delivered the event&#8217;s opening remarks:<\/p>\n<blockquote><p>&#8220;This rally is an act of collective construction. Laudic\u00e9ia Bas\u00edlio, from the Rio de Janeiro Socio-environmental Network for Solidarity Recycling and the Circular Economy of Waste Pickers, spoke about the work of <a href=\"https:\/\/bit.ly\/3lk10gG\">waste pickers<\/a>, whose labor is <a href=\"https:\/\/bit.ly\/3f4u08q\">almost always rendered invisible<\/a>:<\/p>\n<blockquote><p>\u201cMy activism focuses on the <a href=\"https:\/\/bit.ly\/2ry5BoR\">solidarity<\/a> and <a href=\"https:\/\/bit.ly\/41T4YF4\">circular economies<\/a> and on issues related to the <a href=\"https:\/\/bit.ly\/4d4EQNv\">leadership of waste pickers<\/a>, who carry out recycling <a href=\"https:\/\/bit.ly\/2ZXRBDL\">without pay or recognition<\/a> from the government. Let me be clear: we are the ones cleaning and <a href=\"https:\/\/bit.ly\/2PeO6DQ\">reutilizing these raw materials<\/a>, bringing sustainability to our city.\u201d<\/p><\/blockquote>\n<p>Ant\u00f4nio Oscar, from the Network of Committees Monitoring Municipal Waste Management Plans, expressed concern about the <a href=\"https:\/\/bit.ly\/2YRxxAi\">lack of compliance<\/a> with the <a href=\"https:\/\/bit.ly\/3Q01xsR\">National Solid Waste Policy<\/a> (Law 12.305, enacted August 2, 2010):<\/p>\n<blockquote><p>\u201cEvery municipality is required to have an integrated waste management plan. And both the development and implementation of that plan have to guarantee public participation. That\u2019s why every municipality needs to have a monitoring committee. Its role is exactly that: to monitor the process. First, it needs to determine whether the municipality is complying with the law\u2014in other words, whether it has a plan in place. And if it does, how is public participation being guaranteed? The Network of Committees has been trying to do this in a coordinated way&#8230; Based on these plans, we will assess each municipality\u2019s recycling rate and set targets so that&#8230; recycling and the inclusion of waste pickers are prioritized.\u201d<\/p><\/blockquote>\n<p>Jos\u00e9 Miguel, from the <a href=\"https:\/\/bit.ly\/2Zrt2vo\">Duque de Caxias<\/a> <a href=\"https:\/\/bit.ly\/4o874KK\">Ecocity Association<\/a>, called out the dumping of <a href=\"https:\/\/bit.ly\/49A2zTd\">one billion liters of leachate<\/a> into <a href=\"https:\/\/bit.ly\/2IVVjp1\">Guanabara Bay<\/a> every year, citing data from the <a href=\"https:\/\/bit.ly\/4tgKSPG\">Living Bay Movement<\/a>:<\/p>\n<blockquote><p>\u201cSome thinkers consider this to be <a href=\"https:\/\/bit.ly\/32aHwqF\">environmental racism<\/a>, in the sense that waste is sent to poorer cities, leaving behind an environmental liability. The <a href=\"https:\/\/bit.ly\/3QS6jIZ\">Jardim Gramacho landfill has been closed<\/a> since 2012, but it is still leaking leachate, as it did throughout its three decades of operation. So we want to draw attention to the problem of leachate leaking into Guanabara Bay. The <a href=\"https:\/\/bit.ly\/4ue2Dzm\">Guanabara Bay Basin Committee<\/a> created a working group and has been accumulating knowledge on this problem.\u201d<\/p><\/blockquote>\n<figure id=\"attachment_83588\" aria-describedby=\"caption-attachment-83588\" style=\"width: 2560px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2026\/06\/Environmental-Rally-Photo-Barbara-Dias-31-scaled-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-83588 size-full\" title=\"Thaysa Santos (holding the microphone) and other members of the Sustainable Favela Network invited rally participants to learn about the Favelas Climate Letter. Photo: B\u00e1rbara Dias<\/figcaption><\/figure>\n<p>Thaysa Santos, a member of the Sustainable Favela Network (<a href=\"http:\/\/bit.ly\/2Tx1mVa\">SFN<\/a>)* and a community organizer at <a href=\"https:\/\/bit.ly\/4eko8GY\">Affective Earth<\/a>, called on everyone to learn about the <a href=\"https:\/\/bit.ly\/4eCXaNT\">Favelas Climate Letter<\/a>:<\/p>\n<blockquote><p>\u201cWe are here representing the Sustainable Favela Network, which wrote the Favela Climate Letter in 2025. [We are] the most disinvested territories. We took this letter to COP30&#8230; We need to keep pushing the agenda of [adequate] sanitation in the favelas because these are the places hardest hit by flooding and where people still don&#8217;t have access to safe drinking water. We need to keep making these demands and pushing these issues forward on behalf of our communities, because&#8230; favelas have suffered greatly from the lack of sanitation. There are degraded rivers that we need to restore. We need to advocate for these issues so we can influence the development of public policies.\u201d<\/p><\/blockquote>\n<p>The Sustainable Favela Network stood alongside other movements mobilized in defense of climate and socio-environmental justice. With 30 of its members present, from favelas across <a href=\"https:\/\/bit.ly\/2IqnU52\">Greater Rio<\/a>, the network&#8217;s main demand was that favelas be placed at the center of climate decision-making. Claudia Queiroga, a community chef and creator of <a href=\"https:\/\/bit.ly\/4fmEyCG\">Bora com Queiroga<\/a>, a <a href=\"https:\/\/bit.ly\/405MPSw\">cooking school<\/a> in the <a href=\"https:\/\/bit.ly\/4ayz0Ce\">Nova Campinas<\/a> neighborhood of Duque de Caxias, said:<\/p>\n<blockquote><p>\u201cIt\u2019s important to place the SFN, [grassroots] organizations and favelas at the center of these discussions. That\u2019s why we\u2019re here. We mobilized the network so that member collectives could be here as part of this movement. Because this is the only way that voices from within the favelas will be heard. Photo: B\u00e1rbara Dias<\/figcaption><\/figure>\n<p>After speeches addressing myriad issues\u2014including poor sanitation, flooding, water shortages and waterborne diseases, as well as the <a href=\"https:\/\/bit.ly\/4c43rQt\">urgent need to resume urban planning focused on preserving green spaces in cities<\/a>, recycling, air pollution and the energy transition\u2014the march set off along the waterfront.<\/p>\n<p>At the end of the march, the <a href=\"https:\/\/bit.ly\/4fhkNMT\">Environmental Rally Pledge<\/a> was read aloud. It was signed by over 210 socioenvironmental organizations and trade unions across Rio de Janeiro state.
