Photo: Amanda Baroni<\/figcaption><\/figure>\n<p style=\"text-align: right;\"><a href=\"https:\/\/bit.ly\/45o39Rb\" target=\"_blank\" rel=\"noopener\"><strong><em>Clique aqui para Portugu\u00eas<\/em><\/strong><img decoding=\"async\" class=\"alignright wp-image-23766 size-full\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" width=\"20\" height=\"20\" \/><\/a><\/p>\n<h3>Morro do Prevent\u00f3rio and Grassroots Mapping<\/h3>\n<p>Held on July 6, the Grassroots Mapping Meeting on Data, Maps and Cartographies brought together around 20 people at the <a href=\"https:\/\/www.instagram.com\/p\/C-GYg5ypLtL\/?utm_source=ig_web_copy_link&amp;igsh=NTc4MTIwNjQ2YQ==\">Peripheral Research Station<\/a> in <a href=\"https:\/\/bit.ly\/4guc4HS\">Morro do Prevent\u00f3rio<\/a>, a favela in <a href=\"https:\/\/bit.ly\/4fI3bIq\">Charitas<\/a>, <a href=\"https:\/\/bit.ly\/2zkKWVF\">Niter\u00f3i<\/a>, Rio de Janeiro&#8217;s sister city across Guanabara Bay in what is called the <a href=\"https:\/\/bit.ly\/3FEu2XC\">Leste Fluminense<\/a> region, for a training workshop on <a href=\"https:\/\/bit.ly\/4f8JWrd\">grassroots mapping<\/a> in favelas and its importance for <a href=\"https:\/\/bit.ly\/3fYkBps\">climate adaptation<\/a>.<\/p>\n<p>According to the <a href=\"https:\/\/bit.ly\/44tt9dD\">Marielle Franco Favela Dictionary<\/a>, Morro do Prevent\u00f3rio is <a href=\"https:\/\/bit.ly\/4gv2eFA\">Niter\u00f3i&#8217;s largest favela<\/a>, with an estimated population of <a href=\"https:\/\/bit.ly\/4vooiVZ\">over 5,000 residents<\/a>:<\/p>\n<blockquote><p>&#8220;Its history dates back to the 19th century, when the imperial government built a large house, known as the &#8216;Prevent\u00f3rio,&#8217; to isolate patients with contagious diseases, such as tuberculosis, who arrived aboard ships docking in Rio de Janeiro. Over time, the surrounding area was occupied by workers and families, especially those from Brazil&#8217;s Northeast, giving rise to the community that exists today.&#8221;<\/p><\/blockquote>\n<p>Collaborative, or grassroots, mapping is a process by which the <a href=\"http:\/\/bit.ly\/2iu0I8n\">community itself documents<\/a> its reality and identifies its strengths and vulnerabilities. This process fosters residents&#8217; autonomy, deepens their understanding of their own reality and promotes the sharing of local knowledge. It is a tool for social change, helping identify possible solutions to the challenges residents face while addressing the <a href=\"https:\/\/bit.ly\/3g91ghM\">lack of data on favelas<\/a>. By documenting real needs, residents themselves generate reliable data that enables public authorities to invest in ways that are truly useful and targeted.<\/p>\n<h3>Citizen-Generated Data for Climate Adaptation in Favelas<\/h3>\n<p>The July meeting was the first stage of the latest iteration of a long-term project in the community, whose previous version was part of the <a href=\"https:\/\/www.ubdc.ac.uk\/research-theme\/participatory-analytics\/urbe-latam\">URBE Latam<\/a> research project. The new project, called Participatory Research for Climate and Health Analysis in Favelas and Urban Communities (<a href=\"https:\/\/bit.ly\/4yb4Vm5\">PACHA<\/a>), also coordinated by Professor Jo\u00e3o Porto de Albuquerque, is a partnership between community organizations, Brazilian and <a href=\"https:\/\/bit.ly\/3R29TxL\">UK<\/a> universities, and local and national government bodies.<\/p>\n<p>The project&#8217;s mapping work, a form of citizen-generated data (<a href=\"https:\/\/bit.ly\/4yQHY7Q\">CGD<\/a>), is designed to understand how climate change affects the health of favela residents; identify the factors that determine climate vulnerability; and develop participatory methods of data production capable of informing <a href=\"https:\/\/bit.ly\/2Gb5iD3\">public policies<\/a> on climate adaptation.<\/p>\n<blockquote><p>&#8220;We&#8217;ve identified the potential to generate data that feeds into programs already underway, like <a href=\"https:\/\/bit.ly\/44ZkeAK\">Vida Nova no Morro<\/a>. Photo: Amanda Baroni<\/figcaption><\/figure>\n<p>For Alessandra Figueiredo, born and raised in the neighboring municipality of <a href=\"https:\/\/bit.ly\/2SVjMhr\">S\u00e3o Gon\u00e7alo<\/a> and a student who participated in URBE Latam&#8217;s previous mapping project in Morro do Prevent\u00f3rio, the importance of this work also lies in its potential to change residents&#8217; perspectives on the favela.<\/p>\n<blockquote><p>&#8220;These projects are important because they mean you don&#8217;t look at the place you live only through the lens of vulnerability. It&#8217;s not just [a place] with police operations or piles of trash. It&#8217;s also the place where I grew up, where I go to parties, the soccer court, the residents&#8217; association, church&#8230; Focusing more on the good things has a really positive impact&#8230; This gives people a greater <a href=\"https:\/\/bit.ly\/4dLnNNF\">sense of belonging<\/a> here.&#8221; \u2014 Alessandra Figueiredo<\/p><\/blockquote>\n<h3>&#8216;We Bring a Voice Because We&#8217;re the Ones Living Here&#8217;<\/h3>\n<p>Under the project&#8217;s timeline, the first favelas to be mapped will be Morro do Prevent\u00f3rio and Jurujuba, both in Charitas, starting in August, with initial findings expected as early as October. Beyond Rio de Janeiro, the project is also being implemented in two other states: Rio Grande do Norte, in the city of Natal, and Paran\u00e1, in Curitiba, where pilot mapping has already been carried out in ten favelas. The project is expected to run for a total of three years, from mapping through data analysis.<\/p>\n<p>Camila Leal, a consultant with the National Secretariat for the Peripheries, says the goal is for the mapping effort to be scaled up nationwide:<\/p>\n<blockquote><p>&#8220;This tool [N\u00f3s no Mapa] has been in development since 2024, with ten territories mapped across Brazil and over 1,000 points of strength and vulnerability identified by the communities themselves. The plan is to make the tool available for public use in October. Photo: Amanda Baroni<\/figcaption><\/figure>\n<p>At the end of the meeting, participants got hands-on experience with the platforms by carrying out a quick mapping exercise in the community. For actress and Prevent\u00f3rio native Ana Nery, the initiative amplifies residents&#8217; voices:<\/p>\n<blockquote><p>&#8220;We bring a voice [information, data] because we&#8217;re the ones living here, [experiencing] the needs and the risks. In order to be able to grow [improve], we need to know what&#8217;s going on and show it to those who can help [the government].&#8221;<\/p><\/blockquote>\n<p>Fael Faustino, president of the <a href=\"https:\/\/bit.ly\/4wKpDrA\">Prevent\u00f3rio Residents&#8217; Association<\/a>, hopes to pass this knowledge on throughout the region:<\/p>\n<blockquote><p>&#8220;This is the first time I&#8217;ve taken part [in something like this]. It&#8217;s an experience, something new for our community.
