Produced by the Brazilian Institute of Architects\u2019 Rio de Janeiro chapter (IAB-RJ) in partnership with several civil society organizations, the <a href=\"https:\/\/bit.ly\/3TtXV4j\">1,944 candidates<\/a> running in Rio de Janeiro in the <a href=\"https:\/\/bit.ly\/2O3ESse\">2026 elections<\/a> were <a href=\"https:\/\/bit.ly\/4r7Wuox\">invited to read the manifesto and select three proposals from each thematic area<\/a> to incorporate into their government agendas.<\/p>\n<figure id=\"attachment_84242\" aria-describedby=\"caption-attachment-84242\" style=\"width: 300px\" class=\"wp-caption alignright\"><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2026\/10\/The-City-We-Want-Manifesto.jpeg\"><img decoding=\"async\" class=\"wp-image-84242\" title=\"\u2018The City We Want\u2019 Manifesto produced by IAB-RJ in partnership with social movements\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2026\/10\/The-City-We-Want-Manifesto-496x620.jpeg\" alt=\"\u2018The City We Want\u2019 Manifesto produced by IAB-RJ in partnership with social movements\" width=\"300\" height=\"375\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2026\/10\/The-City-We-Want-Manifesto-496x620.jpeg 496w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2026\/10\/The-City-We-Want-Manifesto-503x629.jpeg 503w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2026\/10\/The-City-We-Want-Manifesto-768x960.jpeg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2026\/10\/The-City-We-Want-Manifesto.jpeg 1080w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><figcaption id=\"caption-attachment-84242\" class=\"wp-caption-text\">\u2018The City We Want\u2019 Manifesto produced by IAB-RJ in partnership with social movements<\/figcaption><\/figure>\n<p>The 2026 Manifesto was <a href=\"https:\/\/bit.ly\/4xvCT3i\">launched on September 8<\/a>, presenting a list of proposals organized around six thematic areas: (1) Governance, Transparency and Territorial Management; (2) Urban Reform and the Right to the City; (3) Tackling the Climate Emergency; (4) Rural Development and Food Sovereignty; (5) Urban Mobility, Social Infrastructure; and (6) Culture, Heritage, Education and the Urban Economy.<\/p>\n<p>The manifesto was signed by 40 Rio de Janeiro-based institutions* that, together, are calling on all Rio de Janeiro candidates for the National Congress and the Rio de Janeiro State Legislative Assembly (Alerj) to <a href=\"https:\/\/bit.ly\/4r7Wuox\">read it and indicate<\/a> which proposals they intend to work on.<\/p>\n<h3>The manifesto presents 53 proposals across the six thematic areas, from which candidates commit to prioritizing three in each area during their term, if elected.<\/h3>\n<p>Among the thematic areas, two issues are particularly dear to <em>RioOnWatch<\/em>: <a href=\"https:\/\/bit.ly\/ROWHousingRights\">Urban Reform and the Right to the City<\/a> and <a href=\"https:\/\/bit.ly\/ClimateJustFavelas\">Tackling the Climate Emergency<\/a>. Source: Rio de Janeiro City Council<\/figcaption><\/figure>\n<p>Another initiative, first proposed in the manifesto\u2019s inaugural edition, is the <a href=\"https:\/\/bit.ly\/4ymHDsw\">Rio de Janeiro State Urban Agenda Collective Observatory<\/a>. Launched in 2022, the project aims to promote an inclusive urban agenda through which citizens and interested organizations can monitor the implementation of public policies across the state\u2019s 92 municipalities. The Observatory allows civil society organizations and the public to track the status of projects and legislation and provides data for generating indicators about communities. Although the proposal was not implemented by the elected officials at the time, it was carried forward by the collectives that originally conceived it. Today, it has a publicly accessible <a href=\"https:\/\/bit.ly\/4yAvAIy\">georeferenced platform<\/a> providing access to this data.<\/p>\n<p>A member of the <a href=\"https:\/\/bit.ly\/4h1BqLR\">Revive S\u00e3o Gon\u00e7alo<\/a> collective, Tais Matos explains why she took part in drafting the manifesto. Although her city\u2014<a href=\"https:\/\/bit.ly\/2SVjMhr\">S\u00e3o Gon\u00e7alo<\/a>, located across Guanabara Bay in what is called the <a href=\"https:\/\/bit.ly\/3FEu2XC\">Leste Fluminense<\/a> region\u2014has <a href=\"https:\/\/bit.ly\/3TevNSz\">nearly 900,000 residents<\/a> and is the <a href=\"https:\/\/bit.ly\/4yKFA1S\">second most populous<\/a> in the state, it remains invisible due to a lack of interest from public officials: \u201cIt\u2019s very common for people to refer to S\u00e3o Gon\u00e7alo as that area next to <a href=\"https:\/\/bit.ly\/2zkKWVF\">Niter\u00f3i<\/a>. People often only come in contact with places farther away because they need to make a living. [That\u2019s why I focus on] the [manifesto\u2019s] mobility and integration theme.\u201d<\/p>\n<p>Alex Magalh\u00e3es, a professor at the Federal University of Rio de Janeiro (UFRJ), says the manifesto also has the potential to engage professionals working on urban policy: \u201cThe manifesto brings the urban issue into the political debate, where it does not have a strong presence. The urban problem is glaring, but discussion around it is very limited. So, the manifesto can raise awareness among society and institutions about the issue. We need legislators who are committed to it and present in urban conflicts. There is a widespread lack of understanding about how to organize urban policy.
