{"id":8462,"date":"2013-04-19T13:48:27","date_gmt":"2013-04-19T16:48:27","guid":{"rendered":"http:\/\/rioonwatch.org\/?p=8462"},"modified":"2014-06-21T13:31:21","modified_gmt":"2014-06-21T16:31:21","slug":"o-maraca-e-nosso-protesters-denied-entry-to-the-bidding-process","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=8462","title":{"rendered":"&#8216;O Maraca \u00e9 Nosso!&#8217; Citizens denied entry to stadium bidding process"},"content":{"rendered":"<p>On Thursday morning, April 11th, approximately 400 protesters representing various social and political movements marched from Largo do Machado to the Pal\u00e1cio Guanabara in Laranjeiras to demonstrate against the privatization of Rio&#8217;s <a href=\"http:\/\/bit.ly\/XEryGm\" target=\"_blank\">historic<\/a> <a href=\"http:\/\/bit.ly\/ZccdB3\" target=\"_blank\">Maracan\u00e3 stadium<\/a>. Inside the Palace, envelopes were being opened to determine which companies would be able to compete in the bidding process to administer the Maracan\u00e3 complex for the next 35 years.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/?attachment_id=8467\" rel=\"attachment wp-att-8467\"><img fetchpriority=\"high\" decoding=\"async\" class=\"size-medium wp-image-8467 alignright\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/04\/foto41-e1366243114545-300x224.jpg\" alt=\"\" width=\"300\" height=\"224\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2013\/04\/foto41-e1366243114545-300x225.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2013\/04\/foto41-e1366243114545-174x131.jpg 174w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2013\/04\/foto41-e1366243114545-70x53.jpg 70w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2013\/04\/foto41-e1366243114545-326x245.jpg 326w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2013\/04\/foto41-e1366243114545.jpg 640w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>\u201cToday is the day the carioca (Rio native) population takes to the streets and says \u2018enough!\u2019&#8230;These mega-events, the World Cup and the Olympics cannot violate the rights of the city of Rio de Janeiro! [They] cannot violate sovereignty, the Constitution, nor the rights of the carioca people,\u201d one protester exclaimed.<\/p>\n<p>With signs that read \u201cWorld Cup for whom?\u201d and \u201cWe are all Aldeia Maracan\u00e3,\u201d protesters highlighted several communities at stake including the <a href=\"http:\/\/bit.ly\/UDow9P\" target=\"_blank\">Friedenreich Municipal School<\/a>, the <a href=\"http:\/\/bit.ly\/107Wn9v\" target=\"_blank\">Aldeia Maracan\u00e3 Indigenous Museum and Village<\/a>, and the countless families removed at <a href=\"http:\/\/bit.ly\/QxKSTu\" target=\"_blank\">Favela do Metr\u00f4<\/a> and neighboring areas due to the sporting event. They also emphasized the strong alliances between politicians and powerful business interests involved in this \u201ccompletely extrajudicial\u201d bidding process. One of the two main consortiums vying for the bid is an alliance between AEG (international stadium administrators), Odebrecht (Brazilian construction and engineering company) and IMX (venue and entertainment company owned by billionaire Eike Batista).<\/p>\n<p>Protesters assert that the process is taking place without any public consultation and directly\u00a0between Mayor Eduardo Paes, Governor Sergio Cabral, and businessman Eike Batista in order to build \u201cyet another shopping mall\u201d with exclusive consumption and leisure spaces, while simultaneously using billions of dollars of public money to destroy this \u201cemblematic space of the city.\u201d<\/p>\n<p>\u201cWe defend the perspective that Maracan\u00e3 is a <a href=\"http:\/\/bit.ly\/TJI3Tv\" target=\"_blank\">symbolic space<\/a> of the city precisely for its popular character, and that this should be maintained,\u201d explained Gustavo Mehl, an organizer from the Rio&#8217;s <a href=\"http:\/\/bit.ly\/hCLCGs\" target=\"_blank\">Popular Committee for the World Cup and Olympics<\/a>, part of the national network of organizers monitoring the impact of the upcoming mega-events nationwide. The Maracan\u00e3 complex currently contains accessible opportunities for sports, leisure, education and culture that will be lost upon the \u201chand-over to (Sh)Eike Batista,\u201d as one protester&#8217;s playful sign read.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/?attachment_id=8465\" rel=\"attachment wp-att-8465\"><img decoding=\"async\" class=\"alignright size-medium wp-image-8465\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/04\/foto3-300x224.jpg\" alt=\"\" width=\"300\" height=\"224\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2013\/04\/foto3-300x225.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2013\/04\/foto3-174x131.jpg 174w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2013\/04\/foto3-70x53.jpg 70w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2013\/04\/foto3-326x245.jpg 326w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2013\/04\/foto3.jpg 640w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>A major point of contention is the plan to demolish and relocate the 48-year-old <a href=\"http:\/\/bit.ly\/TJI3Tv\" target=\"_blank\">Friedenreich Municipal School<\/a>. Carlos Sandes, from the Parent\u2019s Commission, explained that Friedenreich is the 10th best municipal school in Brazil and the 4th best in Rio de Janeiro. \u201cThe Friedenreich school will lose all <a href=\"http:\/\/bit.ly\/TJI3Tv\" target=\"_blank\">its identity<\/a> that exists in Maracan\u00e3. The school works well&#8230; No one understands this!\u201d Sandes fumed that the repercussions of demolishing the school will reverberate beyond Rio de Janeiro and spoke to the devaluation of education throughout Brazil.<\/p>\n<p>Upon reaching the palace, protesters were denied access to proceedings, although legally required to be open to the public. The lack of transparency and curtailment of public participation in the bidding process was seen as the latest iteration of the undemocratic nature of the privatization of Maracan\u00e3, which has included <a href=\"http:\/\/bit.ly\/ZccdB3\" target=\"_blank\">forced evictions, police brutality and a general disregard for public opinion<\/a>.<\/p>\n<p><a href=\"http:\/\/bit.ly\/11lFhqQ\" target=\"_blank\">Marcelo Freixo<\/a>, State Deputy and head of the <a href=\"http:\/\/glo.bo\/13MFKqm\" target=\"_blank\">Human Rights Commission<\/a>, also had to negotiate with the authorities to be allowed in. Once inside, he held up the bidding process by demanding that the social movements had a legal right to enter and observe the proceedings. \u201cThey are [acting] against the law. This bidding process is public, therefore it guarantees the participation of any interested person,\u201d he stated to reporters. Eventually, a concession was made that four representatives from the protest would be allowed in, which sparked an intense internal debate among the leaders of the movements.<\/p>\n<p>There was concern as to whether only four could truly represent the groups present outside, and that by attending and not being allowed to participate in the proceedings, it would be construed as public sanctioning of the results. \u201cIs it worth it for us to enter so that tomorrow the authorities can say we legitimized the bidding process of Maracan\u00e3?\u201d exclaimed one protester.\u00a0Eventually, it was decided that it was better for everyone to remain outside in solidarity.<\/p>\n<p>Even the criteria for media entry were unclear. At one point, credentialed journalist Daniel Mazola was denied entry into the proceedings. He exclaimed that only press with commitment to the state government was allowed to enter. \u201cI am an advisor to the Brazilian Press Association and member of the Commission of Freedom of the Press and Human Rights&#8230; [yet] I am being prohibited from going inside the palace, from observing the process!\u201d After an hour and a series of back and forth confrontations with the police, he was eventually permitted entry.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/?attachment_id=8468\" rel=\"attachment wp-att-8468\"><img decoding=\"async\" class=\"alignright\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/04\/foto5-300x168.jpg\" alt=\"\" width=\"300\" height=\"168\" \/><\/a>Gustavo Mehl reiterated that the exclusivity of access at the bidding was another example of the \u201clack of transparency, the authoritarianism, and lack of legitimacy of this process.\u201d He and others urged the international community to recognize the violations of the right to the city&#8211;including <a href=\"http:\/\/bit.ly\/MDNJZt\" target=\"_blank\">police brutality<\/a>,\u00a0<a href=\"http:\/\/bit.ly\/p242P0\" target=\"_blank\">forced evictions<\/a>, and the <a href=\"http:\/\/bit.ly\/YNWkNO\" target=\"_blank\">privatization of public space<\/a>&#8211;that are taking place <a href=\"http:\/\/bit.ly\/17nC9uV\" target=\"_blank\">in the name of upcoming mega-events<\/a> in Rio de Janeiro.<\/p>\n<p>A protester concluded, \u201cIt is my very strong personal desire for those abroad to see that Rio de Janeiro today is the stage of disputes, the stage of violations because of the World Cup and the Olympics [&#8230;] If you are abroad, don\u2019t be complicit in this crime that the city of Rio de Janeiro is committing.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>On Thursday morning, April 11th, approximately 400 protesters representing various social and political movements marched from Largo do Machado to the Pal\u00e1cio Guanabara in Laranjeiras to demonstrate against the privatization of Rio&#8217;s historic Maracan\u00e3 stadium. <a class=\"mh-excerpt-more\" href=\"https:\/\/rioonwatch.org\/?p=8462\" title=\"&#8216;O Maraca \u00e9 Nosso!&#8217;
