{"id":9924,"date":"2013-06-29T09:00:35","date_gmt":"2013-06-29T12:00:35","guid":{"rendered":"http:\/\/rioonwatch.org\/?p=9924"},"modified":"2014-06-21T14:30:48","modified_gmt":"2014-06-21T17:30:48","slug":"rocinha-and-vidigal-unite-in-protest","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=9924","title":{"rendered":"Rocinha and Vidigal Unite in Protest"},"content":{"rendered":"<p dir=\"ltr\">On Tuesday evening, June 25th, in a climate of ongoing demonstrations across Rio de Janeiro&#8211;where both incidents of police brutality and acts of vandalism have been widely reported&#8211;the murmur among some residents of Rio&#8217;s elite South Zone neighborhoods was that <a href=\"http:\/\/bit.ly\/GKsHYp\" target=\"_blank\">Rocinha<\/a> was going to \u201cdescend on the South Zone.\u201d<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignright\" title=\"Two thousand protesters from Rocinha and Vidigal took to the streets on Tuesday evening. Photo by Flavio Carvalho\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/06\/Rocinha-protest.jpg\" alt=\"\" width=\"340\" height=\"511\" \/><\/p>\n<p dir=\"ltr\">There was heavy police presence in front of the Sheraton Hotel and Governor S\u00e9rgio Cabral&#8217;s apartment in Leblon prior to the demonstration, which was\u00a0organized by residents of Rocinha and Vidigal. And yet, the protest of around 2,000 people remained peaceful and festive throughout, with no incidences of vandalism or police repression. \u201cI think it was historic!\u201d exclaimed Leandro Lima, founder of the blog\u00a0<a href=\"http:\/\/bit.ly\/12VQV9T\" target=\"_blank\">FavelaDaRocinha.com<\/a>. \u201cThere hasn\u2019t been a demonstration as calm as this one&#8230; it started well and ended even better!\u201d<\/p>\n<p dir=\"ltr\">Demanding basic sanitation, health and education, demonstrators began in Rocinha, circled through S\u00e3o Conrado, and then snaked along Avenida Niemeyer, where the protest joined residents of <a href=\"http:\/\/bit.ly\/JrSWXo\" target=\"_blank\">Vidigal<\/a> in a symbolic moment of unity between these two favelas. Leandro Lima said of this \u201cemotional moment,\u201d when the two communities merged into one protest, \u201cThis hasn\u2019t happened in my lifetime, or in my parents\u2019 lifetime.\u201d<\/p>\n<p dir=\"ltr\">He explained that these neighboring communities have seen patterns of investment in one and disinvestment in the other, as well as tragic moments of violence during a war between competing drug factions. The demonstration represented the union of the two communities. Leandro says: \u201cRocinha and Vidigal, together for the common good, looking for improvements in both regions and taking advantage of this moment of protest.&#8221;<\/p>\n<p dir=\"ltr\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/06\/vdg-abandonado.jpg\"><img decoding=\"async\" class=\"alignright size-full wp-image-9929\" title=\"Protesters from Vidigal and Rocinha. Photo by Felipe Paiva\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/06\/vdg-abandonado.jpg\" alt=\"\" width=\"336\" height=\"225\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2013\/06\/vdg-abandonado.jpg 800w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2013\/06\/vdg-abandonado-300x200.jpg 300w\" sizes=\"(max-width: 336px) 100vw, 336px\" \/><\/a>The energetic crowd of young and old made its way along Avenida Niemeyer to Governor Cabral\u2019s apartment building in Leblon, holding up signs against the militarized <a href=\"http:\/\/bit.ly\/oTynCR\" target=\"_blank\">Pacifying Police Unit (UPP)<\/a> presence in the communities (\u201cPeace without voice is fear\u201d) and against World Cup investments in the context of failing public education (\u201cHow many schools are worth one Maracan\u00e3?\u201d). Antonio Golgenstein, a Vidigal resident and one of the organizers of <a href=\"http:\/\/on.fb.me\/124ilth\" target=\"_blank\">FavelArt&amp;Foto<\/a>, explained, \u201cToday we see people going hungry in communities and so many billions being spent on the World Cup [&#8230;] where are the hospitals? There isn\u2019t even gas in the hospitals!\u201d<\/p>\n<p dir=\"ltr\">Leandro Lima explained that the demonstration was important \u201cto show that we have the same power to change the politics here\u201d in the favelas as the large student-oriented protests in the city center. He says, &#8220;It&#8217;s important to show that the people of Rocinha and Vidigal have the same value as a person from the\u00a0<em>asphalt<\/em>\u00a0[formal city] and also the same strength.\u201d<\/p>\n<p dir=\"ltr\">Anderson Castro, a Vidigal resident carrying his 6-year-old son, Arthur, on his shoulders, explained that favela residents are now expressing themselves through protest, after years of fear. He said: \u201cSome residents still don\u2019t go to protests (because) they still have not gotten accustomed to police presence.\u201d\u00a0<img decoding=\"async\" src=\"https:\/\/lh3.googleusercontent.com\/qQIRPjXdoCuCsqjdHpnMBZfhIS--5zMNT7ty5o2om5k8DV53oAmQ7XeShdG-PvZLlljqIp7akIKZo6b6_GMizFMBhmD1hqFZKWWMpTyZNleHgFJ8BqTZdnM6-g\" alt=\"\" width=\"1px;\" height=\"1px;\" \/><\/p>\n<p dir=\"ltr\">In this context of unity between favelas an<a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/06\/teleferico.jpg\"><img decoding=\"async\" class=\"alignright\" title=\"&quot;Basic sanitation YES White elephant (cable car) NO&quot;\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/06\/teleferico.jpg\" alt=\"\" width=\"346\" height=\"233\" \/><\/a>d empowerment through protest, one demand was articulated loud and clear: \u201cBasic sanitation, YES! Cable car, NO!\u201d The <a href=\"http:\/\/bit.ly\/1a4htw4\" target=\"_blank\">proposed cable car<\/a>, as announced by President Dilma Rousseff a few weeks back in Rocinha, is part of the federal\u00a0<a href=\"http:\/\/bit.ly\/ozFSxL\" target=\"_blank\">Growth Acceleration Project (PAC)<\/a> and is set to be launched at the end of this year. As Fl\u00e1vio Carvalho explained, \u201cWe are here fighting for basic sanitation to be prioritized.\u201d For residents, the cable car project prioritizes tourists&#8217; experience over their basic needs. For Diogo Barbosa, the cable car will just make Rocinha an \u201cexotic place\u201d for tourists to have a beautiful aerial view of the community.<\/p>\n<p dir=\"ltr\">Residents also expressed concern given their previous experience with PAC investments in Rocinha, which prioritized highly visible works such as a Sports Complex, the Niemeyer footbridge and \u201cmake-up\u201d (painting fa\u00e7ades at the entrance) of the community, instead of essential public services like upgrading the sewerage system and improved garbage collection. Certain highly anticipated projects from the first phase of the PAC such as a new daycare center and popular market were left unfinished and show no signs of resuming construction.<\/p>\n<p dir=\"ltr\">Protesters reiterated that the exorbitant expense of the cable car could be better spent addressing high priority upgrades. The six-station cable car project is expected to cost R$600-700 million, almost half of the R$1.6 billion being invested in Rocinha under the second phase of the PAC over the next three years. Further, the PAC proposal boasts that it will build 500 new housing units in Rocinha, while failing to mention that the installations will require the <a href=\"http:\/\/bit.ly\/p242P0\" target=\"_blank\">removal<\/a> of 2,000 families.<\/p>\n<p dir=\"ltr\"><a href=\"http:\/\/www.rioonwatch.org\/?attachment_id=9926\" rel=\"attachment wp-att-9926\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-9926\" title=\"Protesters march down Avenida Niemeyer. Photo by Felipe Paiva\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2013\/06\/niemeyer.jpg\" alt=\"\" width=\"333\" height=\"223\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2013\/06\/niemeyer.jpg 800w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2013\/06\/niemeyer-300x200.jpg 300w\" sizes=\"(max-width: 333px) 100vw, 333px\" \/><\/a>The example of the cable car in <a href=\"http:\/\/bit.ly\/oKvkVy\" target=\"_blank\">Complexo do Alem\u00e3o<\/a> illustrates the contradiction inherent in installing such a fixture in a community where the sewerage system is still open air. Additionally, many residents prefer to pay for alternate forms of transportation such as bus, van or mototaxi, rather than ride the free cable car because of the rigorous climb up dozens of steps to reach the stations. Since its inauguration in 2011, the cable car in Alem\u00e3o has served 11,000 people per day (including tourists), way below its capacity of 30,000 riders.<\/p>\n<p dir=\"ltr\">Unfortunately, the strong ties between municipal, state, and federal government politicians, and the top-down nature of the PAC mean <a href=\"http:\/\/bit.ly\/QvgPL5\" target=\"_blank\">zero participation<\/a> of residents in the process. \u201cThere&#8217;s no dialogue with Rocinha about what is being done or what the community needs,\u201d explains one resident who asked to remain anonymous. \u201cIt is very likely that [Governor] S\u00e9rgio Cabral will just go over what the people want.\u201d<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">The day after the protest, Vidigal resident, photographer and longtime activist, <a href=\"http:\/\/bit.ly\/T6XpyM\" target=\"_blank\">Felipe Paiva<\/a>, wrote: \u201cThe favelas descended, they made noise and left their message in a peaceful and orderly way. Whoever says that the favela resident is a mess has no idea of the beauty that was yesterday.
