More than two years after the inauguration of the cable car in Complexo do Alemão, inspired by the model from Colombia, it’s still generating controversy. Morro da Providência, also in Rio de Janeiro, is the second Brazilian favela to receive this mass cable car system. The inauguration will happen soon, although the City’s call center was unable to provide information as to what is causing the delay. In a city full of beautiful distractions—nature, people, music—it is often easy to forget what is going on beneath your feet. However, for officially more than a quarter of the population in Rio de Janeiro, but likely much more, what is happening, or more appropriately, not happening, is difficult to ignore. According to the Ministry of Cities, 30% of the population in Rio de Janeiro is not connected to a formal sanitation system, and even in areas with formal connections, only about half of sewage waste is treated before entering into waterways and eventually the ocean.

A heated debate took place at the Engineering Club last Friday July 19 over the Rio state government’s attempt to install a cable car in Rocinha. Amongst over 120 attendees were many Rocinha residents, who were protesting against the cable car, arguing that the priority for the community is basic sanitation. In terms of mobility, the architect Luiz Carlos Toledo stated that a funicular tram, planned in Rocinha’s first urbanization plan in 2007 is not only much cheaper, but also would not drain local business, as a cable car would.
