MC Fiell is a hip-hop artist who runs a music and film collective in Morro Santa Marta, in Botafogo, South Zone of Rio. Among his best-known achievements is the Cartilha Popular do Santa Marta, a booklet that was distributed to residents explaining their rights and obligations towards the police, following the occupation of the hill with the first UPP (Pacifying Police Unit).
